Experience:
The applicant should have the following educational qualifications, skills and knowledge:
MBBS degree from a recognized medical college with valid registration from Bangladesh Medical & Dental Council (BMDC).
Postgraduate degree or training in Public Health (MPH), Community Medicine, Epidemiology, Global Health Security, or Health Systems Strengthening will be an added advantage.
• Minimum 5 years of professional experience in public health, MNCHN, outbreak preparedness, IPC/WASH, or emergency response programs in Bangladesh.
• Practical experience working with government health systems, including District Hospitals, Upazila Health Complexes, and Community Clinics.
• Experience in providing technical supervision, mentoring, and capacity building to health service providers and frontline workers.
• Sound knowledge of national MNCHN, IPC, and disease surveillance guidelines, including HMIS and IEDCR reporting systems.
• Experience working in donor-funded projects (preferably USAID, FHI 360, WHO, or UNICEF supported) will be an advantage.
• Ability to analyze health service and surveillance data and use findings for program improvement.
• Good communication skills in Bangla and working proficiency in English for reporting and coordination.
• Computer literacy with working knowledge of MS Word, Excel, PowerPoint, and digital reporting platforms.
• Willingness to travel frequently within project districts and work in field-based settings
• Basic knowledge and practical understanding of safeguarding, patient safety, and ethical standards in public health programming.
Authorities: Reports to the designated supervisor as per project organogram and operates within the delegated authority of DASCOH Foundation.
Key Relationship: The Technical Expert will maintain close working relationships with Regional Manager, DASCOH HQ and district project teams, FHI 360/EpiC technical staff, Civil Surgeon’s Offices and government health authorities (DGHS, DGFP), district and upazila health facilities, IEDCR and PHEOC platforms, frontline health workers, and relevant partners and stakeholders supporting MNCHN, IPC/WASH, and outbreak preparedness activities.
Purpose of the position
DASCOH is application from qualified individual for the role of Technical Expert who will support the organization and Meeting Targets and Maintaining Epidemic Control (“EpiC”) project by providing clinical and public health technical leadership to ensure that project interventions related to MNCHN services, global health security, outbreak preparedness and response, IPC/WASH, and emergency risk communication are technically sound, aligned with national guidelines, and effectively integrated into district and upazila health systems.
Objective of the mandate:
The objectives of the project execution mandate are:
• Provide technical leadership and clinical guidance to ensure quality implementation of project interventions related to MNCHN services, global health security, outbreak preparedness and response, IPC/WASH, and emergency risk communication in alignment with national guidelines and EpiC standards.
• Support district and upazila health systems through technical coordination with government counterparts (DGHS, DGFP, Civil Surgeon’s Offices, health facilities, and PHEOCs) to strengthen service readiness, surveillance, and emergency response mechanisms.
• Analyze service delivery, surveillance, and community-level data (HMIS, IEDCR, facility assessments, supervision findings) to identify gaps, trends, and priority actions related to outbreak preparedness, MNCHN service continuity, and IPC practices.
• Provide technical oversight, mentoring, and capacity building to district and upazila teams, health service providers, and frontline workers to improve adherence to clinical standards, IPC protocols, and quality improvement processes.
• Contribute to the design, adaptation, and implementation of technical tools, guidelines, and SOPs related to MNCHN, IPC/WASH, EMCE/RCCE, and emergency preparedness in collaboration with DASCOH HQ and FHI 360.
• Support monitoring, documentation, and reporting by ensuring technical accuracy of progress reports, supervision reports, learning briefs, and other deliverables required by DASCOH and donors.
• Promote and ensure integration of safeguarding, patient safety, and ethical standards within all technical activities, and support a safe, respectful, and accountable working and service delivery environment.
Function:
In more concrete terms the mandate includes;
• Provide technical guidance to district and upazila teams to ensure quality implementation of MNCHN, global health security, outbreak preparedness, IPC/WASH, and EMCE/RCCE activities.
• Support government health facilities and service providers through technical supervision, mentoring, and on-site support in line with national clinical and public health guidelines.
• Conduct and support service readiness assessments, clinical reviews, and IPC/WASH assessments, and recommend corrective actions for quality improvement.
• Analyze routine service data, surveillance data, and supervision findings to identify gaps, risks, and opportunities for improving outbreak preparedness and MNCHN service continuity.
• Contribute to planning, adaptation, and implementation of technical tools, SOPs, job aids, and training materials related to project interventions.
• Participate in coordination meetings with government authorities, PHEOCs, and other stakeholders to support technical decision-making and emergency response planning.
• Support preparation of technically sound reports, documentation, and learning products in line with organizational and donor requirements.
• Ensure integration of patient safety, safeguarding, and ethical standards in all technical activities and field interactions.
Output:
• Quality MNCHN, IPC/WASH, and outbreak preparedness activities are implemented according to national and EpiC technical standards.
• Health facilities and frontline service providers receive regular technical supervision and mentoring.
• Service readiness and IPC/WASH assessment reports are completed with clear recommendations.
• Technical gaps and risks are identified through routine analysis of service and surveillance data.
• Technical tools, SOPs, and training materials are developed or adapted and applied in the field.
• Technical inputs are provided to district and upazila coordination and emergency preparedness meetings.
• Technically accurate reports and documentation are prepared and submitted on time.
• Patient safety and safeguarding standards are consistently followed during all technical activities.

Compensation
Mobile bill, Tour allowance, and 2 weekly holidays.
2.25 festival bonus
Working Condition: The Technical Expert will work in Natore or Naogoan district and maintain functional linkage with HQ and Donor
Working Time: Sunday to Thursday; 40 hours in a week; (08:30 am to 05:00 pm with half an hour lunch and prayer break)
Duration of the mandate: 8 months
