• Essential: Diploma in Engineering (Biomedical/Electronic/Electrical/Mechanical)

• Desireable : Demonstrable technical skills/understanding of Biomedical or Electronic technician.

• Essential (Minimum 2 years’ experience).

• Desirable practical experience as a biomedical technician ((Including implementation, maintenance and monitoring of the Biomed activities including inventory and asset management) in MSF or with other NGOs with similar set-up.

• Pedagogical skills when collaborating with BioMed technician and end users in a Lab or hospital facility.

• Hands-on practical work experience as a biomedical technician with MSF.

• Mission language (English and Bangla) essential. Chittagonian desirable

• Demonstrate strong skills in using computer applications, including Excel, Word, and drawing software. Ability to create, edit, and maintain electrical diagrams and technical drawings.



Responsibilities & Context:

• Defining procedures and managing the implementation, monitoring, maintenance and correct functioning of the biomedical workshop, including spare parts, technical documentations, tools, etc., including the following tasks:

• Organising and participating in the installation and replacement of the equipment and following up the different maintenance contracts (propose renewal before they expire)

• Identifying the equipment requiring after sale services and ensuring their return in medical services. Performing fault diagnosis, curative and preventive maintenance, annual diagnosis and certification for those items of equipment for which specialised training has been received

• Participating in the assessment of local suppliers and ensuring a good supply of spare parts from them

• Managing inventory of spare parts and back-up equipment at mission level and checking and advising on international orders for consumables and spare parts.

• Managing the biomed technicians at the level of the project and elaborating their activities planning and in close coordination with HR department, planning and supervising the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility

• Acting as a technical referent and providing assistance to project Biomedical Technicians when maintenance work requires further assistance, documentation or additional tools. Taking the lead in organising user training when required.

• Ensuring the proper documentation, filing and the compilation of the installation and maintenance done or required as well as defining functioning standards and monitoring systems

• Performing delegated tasks as defined in his/her job description and according to the line manager

MSF Section/Context Specific Accountabilities:

General

• Demonstrate strong skills in using computer applications, including Excel, Word, and drawing software. Ability to create, edit, and maintain electrical diagrams and technical drawings.

• In coordination with IST Biomedical Technician maintain biomedical project planning, including estimating costs, timeframes, and resources. Oversee project execution, ensuring timely completion and adherence to specifications and safety standards.

• Respond promptly and efficiently to biomedical electrical issues. Manage high-priority workloads and projects while ensuring minimal disruption to operations.

• Supervise and coordinate a team of maintenance agents. Assign tasks, ensure adherence to maintenance schedules, and provide guidance on troubleshooting and repair procedures, when needed.

• Serve as a liaison between the field operations and the HQ biomedical team. Communicate updates, report issues, and provide feedback when required to maintain smooth operations.

Strategic planning & leadership

• Revise and maintain the KTP hospital biomedical Preventive Maintenance Plan (PMP).

• Revise the Preventive Maintenance Plan, and align with quarterly priorities, and a weekly Preventive Maintenance and Corrective Maintenance follow up.

Supervision & capacity building

• Directly supervise the Biomedical Technician

• Conduct skills-gap assessment and a written coaching plan with biweekly follow-up.

• Deliver structured on the job training and teoretical trainings for users and support staff according to the needs and Training plan.

• Ensure proper onboarding for medical personnel related to the biomedical devices acording to each position.

Quality, safety & IPC integration

• Ensure user maintenance, Policies SOPs are implemented and followed.

• Verify alarm settings and functional checks on high-use devices; enforce workshop safety and PPE use.

Equipment commissioning, maintenance & functional testing

• Lead/perform acceptance testing, configuration, and functional verification of new/returned devices

• Lead/perform commissioning of new/returned devices.

• Lead/perform preventice maintenance for all devices, according to the Preventive Maintenance Plan (PMP).

• Lead/perform corrective maintenance for all devices, as per need.

• Maintain up-to-date technical files and manuals.

• Keep a structured repair log of equipment.

Spare parts strategy & supplier engagement

• Implement min–max levels based on consumption/lead time (ABC analysis);

• maintain central stock with satellite fast-movers.

• Review greystock quarterly and arrange redistribution/donations when appropriate.

• Lead supplier/AMC engagement with Supply and IST Biomed Specialist; validate service reports and certificates.

Documentation & reporting

• Maintain asset inventory (3A inventory, 4M, 8M and 12M) and intervention logs; issue a monthly dashboard

• Ensure calibration/PM certificates and training records are filed and retrievable.

• Prepare detailed Biomedical reports with clarity and accuracy. Ability to document site observations and proposed improvements in a structured format.

Coordination & escalation

Coordinate closely with the IST Biomed Specialist for complex troubleshooting. policy alignment and TORs for visits from advisors.

• Coordinate closely with the Medical team for user practices.

• Coordinate closely with Supply for procurement/repairs

• Coordinate closely with Facilities Management team for additional requirements to maintain the biomedical equipment’s proper and uninterrupted functioning (Energy backups and temperature control for sensitive equipments)

Coordinate closely with the Facilities Manager to establish clear escalation paths.



Job Other Benifits:

    This is a Permanent Contract with Indefinite contract duration.

    • Salary according to Level 08 of the internal MSF salary grid (BDT 108000/- gross, before seniority and income tax deduction).

    • Salary is not negotiable.

    • 2 annual leave days per month worked.

    • Medical insurance for employee and direct dependents.

    • There is no provision for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
