Role Summary:

The Head of Administration provides strategic and operational leadership for all administrative, operational, and security functions across the Friendship, including Head Office, Rohingya intervention areas, regional & field offices as applicable, and other intervention areas.

The role ensures compliance, facility management, HO and field-level security, safety, logistics, asset management and protection, emergency preparedness and risk management, etc. to ensure smooth organizational operations in line with national laws, organizational values, and policies.

 Key Responsibilities:

  • Develop and implement administrative policies and procedures and ensure periodic review to incorporate the gaps.

  • Develop administrative strategies, guide operational systems and set standard operating procedures for different administrative functions across all the locations.

  • Establish organizational safety and security strategies and set emergency preparedness procedures across all Friendship operational locations.

  • Ensure departmental budget is in line with financial policies and cost-efficiency principles of the organization.

  • Oversee office management, central store, procurement of office supplies, utilities, asset management, transportation management, contracts/services agreements, hospital licenses, statutory documents, proper documentation, and record-keeping systems.

  • Oversee maintenance of office premises and organizational facilities across the locations, and periodic physical verification of assets.

  • Develop and implement organizational security policies and SOPs, conduct risk assessments and threat analysis, ensure emergency preparedness (fire safety, evacuation plans, crisis management), and ensure incident reporting in a timely manner.

  • Ensure timely and efficient administrative and logistical support to all Sectors and CSUs including logistical arrangements for meetings, workshops, organizational events, etc.

  • Ensure field-level security operations, including high-risk and humanitarian contexts, including Safeguarding incidents related security support, such as the Rohingya intervention areas.

  • Ensure regular/continuous risk assessments, identify operational and security risks to prevent losses and damages fire and emergency drills, and delivery of safety and security awareness sessions for staff.

  • Facilitate regular coordination meetings with programs, departments, and senior management to address operational, security and administrative priorities.

  • Ensure all administrative and security activities comply with donor requirements, national/law regulations, and organizational standards/policies.

  • Perform any other duties assigned by the Line Manager in line with the seniority and scope of the position.

Required Education, Experience, Skills & Competencies

Education:

  • Master’s degree in Business Administration, Public Administration, Management, Security Management or a related field. Professional certifications in Administration, Operations, or Security Management will be an added advantage.

Experience:

  • At least 12 years of leadership experience in administration, operations, or security management, preferably in NGOs or Multi-sectoral or Government organizations.  At least 5 years of senior-level experience in administration and security management

Skills & Competencies:

  • Strong communication, negotiation and stakeholder engagement skills in Bangla and English.

  • Strong organizational, strategic thinking and decision-making abilities.

  • Leadership and team management skills, with experience mentoring multi-disciplinary teams.

  • Excellent planning, problem-solving and operational execution skills.

  • Understanding of Administrative, Finance and Compliance systems in NGO contexts.

  • Expertise in Security Management, Risk Assessment and Emergency Preparedness.

  • Proven track record in managing multi-location operations, including field offices, hospitals, and high-risk areas.

  • Experience supporting programs in health, education, climate adaptation, and community development is desirable.

  • Integrity, resilience, and ability to work in remote, challenging and climate-vulnerable environments.

  • Excellent communications and interaction skill with foreigners.

  • Proficiency in Computer, especially with Microsoft Excel.
