  • At least 5 years of work experience of programme development and programme management in education sector or any other relevant field of NGO/INGO.

  • Strong knowledge on Education in Emergency, play-based learning, and child safeguarding in humanitarian and development contexts.

  • In-depth knowledge of humanitarian programming in refugee/displacement settings, especially Rohingya response and host community dynamics.

  • Strong understanding of monitoring and evaluation framework, result based framework, planning and reporting mechanism.

  • Familiarity with global and national ECD and Education policies, frameworks, and sector coordination mechanisms.

  • Excellent proficiency in English (spoken and written); working knowledge of Bangla and/or Rohingya dialects is an asset.

  • Proficiency in MS Office, project management tools, and digital collaboration platforms.

Purpose:

  • S/he will oversee and ensure the development, quality assurance, reporting, and documentation of the HPL (Humanitarian Play Lab) and Host Programme Project under BRAC Humanitarian Crisis Management Programme (HCMP). S/he will ensure that program implementation meets quality standards, reports are generated accurately and timely, and documentation is well-organized and accessible. The role supports evidence-based decision-making, compliance with donor requirements, and promotes learning and accountability across the project lifecycle.

Job Description:

  • Identity the quality gaps through close monitoring and supervision to ensure programme quality.

  • Supports and contributes to the program monitoring, evaluating and reporting along with providing guidance in program implementation to assure the project quality.

  • Develop different monitoring tools, implement result-based monitoring, study/assessment in field level and will collect the performance data/ information and analyse to measure actual progress and performance against the planned activities.

  • Setting clear objectives and indicators for HPL activities and Host Programme in consultation with other HPL staff and field staff, and, where appropriate, with the local communities.

  • Manage the assigned HPL project(s) to meet the project objectives within budget and allotted time frame through proper planning and time management with leading effective communication and decision making

  • Develop and apply quality assurance tools and checklists aligned with organizational and donor standards.

  • Support field teams in ensuring activity implementation meets quality benchmarks and sectoral standards

  • Conduct regular field visits and spot-checks to assess service delivery quality.

  • Maintain a record of all project achievements, distributions, and other reports including high-quality timely reports submission to donor.

  • Provide support to the Sector Lead, Programme Coordinator and Project Managers with assessed accurate verified information that feed in developing and implementing an appropriate and effective HPL programme strategy.

  • Review Curriculum and related materials and take appropriate measures to update those to the relevant stakeholders.

  • Ensure developing materials and arranging training programme for staff, Govt. Teachers and volunteers.

  • Ensure reporting and documentation consistently and accurately with logical frameworks and project input, output and outcome indicators.

  • Develop and maintain a reporting calendar and tracking system.

  • Collaborate with M&E, MIS, program, and finance teams for comprehensive and compliant reporting.

Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation, and team members from harm, abuse, neglect, harassment, and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a critical source of support, guidance, and expertise on safeguarding to establish a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident occurs and encourage others to do so.
