• Minimum 2–3 years of experience in community-based development, public health, agriculture, livestock, or NGO programs.

• Practical experience working with Department of Livestock Services, Agriculture Extension, community groups, or local government structures will be an advantage.

• Experience in community mobilization, facilitation, and awareness-building activities.

• Basic understanding of zoonotic diseases, One Health, protective behaviors, and community engagement approaches.

• Good communication skills in Bangla; basic working knowledge of English preferred.

• Ability to prepare simple reports and maintain field documentation.

• Willingness to travel frequently within the assigned upazila and work at community level.

• Commitment to safeguarding, ethical conduct, and respectful community engagement.

Authorities: The Upazila Facilitator will maintain close working relationships with the Upazila Coordinator and District Project Team; Department of Livestock Services (Veterinary Surgeon, Livestock Officers, Field Assistants); Department of Agriculture Extension; Upazila Administration and Union Parishad representatives; community groups, farmers, animal handlers, religious and community leaders; and other relevant local stakeholders involved in One Health, community engagement, and outbreak preparedness activities.



Responsibilities & Context:

Introduction

DASCOH Foundation is a non-government and non-profitable organization. Utilizing local knowledge of the people at grass root and available resources at local level, DASCOH has put forward an alternative participatory development process. It has developed a professional workforce with flexible decision-making capacity. DASCOH is using supportive supervision & coaching method to develop human capital and thus helping to develop the capacity of local government institutions, which is reflected in the project planning and management with local government, private sector, donors and the community. Currently, it operates several projects, covering the thematic areas of health, climate adaptation, human rights, quality education, livelihood improvement, etc. mainly covering Rajshahi division but all over the country. Several projects are ongoing in the thematic areas and information technology support are required for innovation, monitoring, analysis and showcasing good practices and achievements. Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project funded by the U.S. Department of State and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to strengthen Global Health Security (GHS), including outbreak response; improve maternal and child health (MCH), and promote health systems strengthening (HSS) including supply chain management. EpiC is led by FHI 360 with it’s implementation partners including DASCOH working in seven districts of Bangladesh. Under the EpiC project, DASCOH will be implementing interventions to strengthen global health security, outbreak preparedness, MNCHN service continuity, and community engagement in Natore and Naogaon districts.

Purpose of the position

DASCOH is application from qualified individual for the role of Upazila Facilitator who will support community-level implementation of the EpiC project by facilitating coordination with the Department of Livestock Services and other relevant upazila authorities, mobilizing communities, and supporting One Health, outbreak preparedness, protective behavior, and risk communication activities at community and grassroots levels.

Objective of the mandate:

The objectives of the project execution mandate are:

• Support effective implementation of EpiC project activities at community and grassroots levels, with emphasis on One Health and cross-sectoral engagement.

• Strengthen coordination with Department of Livestock Services (DLS), Agriculture Extension (DAE), local administration, and other non-health authorities at upazila level.

• Promote community awareness, engagement, and mobilization on zoonotic disease prevention, protective behaviours, early reporting, and emergency preparedness.

• Support community-led preparedness, trust building, and feedback mechanisms in alignment with EMCE/RCCE objectives.

• Assist in documentation, reporting, and safeguarding compliance at community level.

Function:

In more concrete terms the mandate includes;

• Work under the guidance of the Upazila Coordinator to support implementation of EpiC activities at community and union levels.

• Coordinate closely with Department of Livestock Services, Agriculture Extension, and local government representatives to support One Health, zoonotic disease prevention, and farm biosecurity activities.

• Facilitate community awareness sessions, courtyard meetings, CG meetings, and dialogue sessions on protective behaviors, outbreak preparedness, and early reporting.

• Support dissemination of signal points, EMCE messages, and behavior change communication materials through community platforms and frontline workers.

• Assist in identifying and mobilizing community groups, farmers, animal handlers, religious leaders, and local influencers for project activities.

• Support collection of community feedback, rumor tracking, and reporting of concerns to upazila and district teams.

• Assist in organizing training sessions, orientations, workshops, and meetings involving livestock workers, agriculture staff, and community stakeholders.

• Maintain field-level records, attendance sheets, session reports, and photo documentation.

• Promote and ensure safeguarding, respectful conduct, and ethical engagement with communities and stakeholders.

Output:

• Community-level EpiC activities implemented as planned with active participation of community members and stakeholders.

• Functional coordination established with Department of Livestock Services and other relevant upazila authorities.

• Community awareness and mobilization sessions conducted on zoonotic disease prevention, protective behaviors, and emergency preparedness.

• EMCE/RCCE messages and signal points disseminated effectively at community level.

• Community feedback and rumor information collected and shared with the project team for action.

• Proper documentation and timely submission of community-level activity reports.

• Safeguarding standards followed and promoted in all community engagements.

    • Working Time: Sunday to Thursday; 40 hours in a week; (08:30 am to 05:00 pm with half an hour lunch and prayer break)

    • Duration of the mandate: 8 months
