  • Technical Skills- Proficiency computer in MS Office (Word for reporting, Excel for data, PowerPoint for training) and good command in internet browsing communication and emailing.
  • Must have capacity to drive motorcycle with a valid driving license and be willing to travel frequently to remote project sites.

Organization and Project Background

The Association for Alternative Development (AFAD) is a women-led local non-governmental organization based in Kurigram district, Bangladesh. AFAD has a strong track record of implementing integrated, community-based development programs for marginalized and climate-vulnerable populations, particularly women, youth, persons with disabilities, and other socially excluded groups. The organization has extensive experience in livelihoods development, WASH, public health promotion, Disaster Risk Reduction (DRR), climate change adaptation, and emergency preparedness, implemented in close coordination with government institutions and community stakeholders.

AFAD follows a participatory, inclusive, and rights-based approach, ensuring meaningful involvement of communities in planning, implementation, and monitoring. The organization maintains active coordination and formal linkages with a wide range of government and non-government stakeholders, including livelihood-related line departments, the Department of Social Welfare, Health Department, WASH authorities, Union Disaster Management Committees (UDMCs), Union Parishads, and Upazila Parishads. This multi-stakeholder engagement ensures alignment with national development plans, disaster management frameworks, and local government priorities, while strengthening institutional ownership and sustainability.

Under this framework, AFAD will implement the project titled “Strengthening resilience and improving living conditions of vulnerable communities in Kurigram and Satkhira, Bangladesh.” The project will be implemented over a period of 47 months, from February 2026 to December 2029.

The project is designed to address the interconnected challenges faced by vulnerable households, including climate-induced shocks, disaster risks, livelihood insecurity, inadequate access to safe water and sanitation, and health vulnerabilities. It adopts an integrated approach combining climate-resilient livelihoods, DRR and disaster preparedness, improved WASH and health practices, and community capacity building.

A core component of the project is the establishment and strengthening of Self-Reliant Groups (SRGs), which will function as platforms for savings, income diversification, social mobilization, DRR awareness, and structured engagement with government service providers and other stakeholders. SRGs will be systematically linked with UDMCs, Union Parishads, Upazila-level line departments, social welfare and livelihood service providers, enabling communities to access public services, social safety nets, early warning information, and post-disaster recovery support.

Through strengthened stakeholder coordination, institutional linkages, and community self-organization, the project aims to enhance resilience, reduce disaster-related risks, and sustainably improve living conditions in the target areas. The project aligns with donor priorities on resilience building, DRR, localization, inclusion, accountability, and long-term sustainability, ensuring that impacts are maintained beyond the project period.

Purpose:

The Technical Facilitator is a multidisciplinary role responsible for the technical integrity and field-level execution of the project’s core pillars: Livelihood, Food Security, Health, Nutrition, and WASH. This role bridges the gap between project strategy and community action, ensuring that staff and beneficiaries receive high-quality technical support, sustainable infrastructure, and the knowledge necessary to achieve project objectives.

Responsibilities:

Food Security & Sustainable Livelihoods

  • Lead beneficiary selection and conduct need based assessments to create Family/Business Development Plans (FDP/BDP).
  • Formation of SRGs, regular meeting.
  • Establish and manage community demonstration plots to showcase climate-resilient farming techniques in project working area.
  • Lead the technical evaluation and distribution of agricultural inputs; strengthen productions.
  • Conduct value-chain assessments to identify sustainable income streams and facilitate market access for local producers.
  • Train Field Facilitators and SRG members on homestead gardening, livestock management, IGA diversification, and post-harvest techniques.
  • Regular follow-up SRGs savings activities i.e. Savings collection, deposit, loan, related documents etc.
  • Ensure/Update and check SRG members aid card
  • Develop need-based data tools/format and collect need-based data, compilation and report preparation and submit to line manager
  • Ensure/check and update SRG wise all documents i.e. Resolution, IGA and related register, passbook and related others documents.
  • Regular coordination/liaisons/linkages/advocacy with relevant department i.e. DAE, Fisheries, Livestock, Youth Development, SWO, BRDB etc.

Health & Nutrition

  • Develop and disseminate Behaviour Change Communication (BCC) materials, training modules, and health/nutrition guidelines.
  • Conduct nutrition sessions within Self-Help Groups (SRGs) and provide support for individual counselling for pregnant women and lactating mothers.
  • Identify and database lactating mother and pregnant women and need based counselling and others mesure.
  • Perform household visits to monitor the health and nutrition status of vulnerable individuals, particularly mothers and children.
  • Organize and lead cooking demonstrations to promote nutritious food preparation using local resources.
  • Regular coordination/liaisons/linkages/advocacy with relevant department i.e. Health, H&FP department, CC, FWC etc.

WASH (Water, Sanitation, and Hygiene)

  • Supervise site selection and technical construction of safe water points (Tube-wells) and sanitary latrines.
  • Conduct rigorous technical evaluations of all WASH materials to ensure they meet acceptable standards.
  • Design, support and facilitate sessions/ workshops on handwashing, Water Safety Plans (WSP) and Menstrual Hygiene Management (MHM) etc,
  • Provide household-level technical advice to improve sanitation habits and reduce waterborne diseases.
  • Manage/Procure arsenic test kits, ensure technical orientation and test arsenic all project targeted tube-wells.
  • Regular coordination/liaisons/linkages/advocacy with relevant department i.e. DPHE, UP, UPZ etc.

Documentation, Coordination & Strategy

  • Need based data collection i.e. FGD, Survey, IGA data, IGA tracking, WASH related data, Nutritional assessment and data sheet and validation the project MEAL personnel.
  • Maintain precise documentation of field progress, preparing regular reports and submit to the Project Coordinator.
  • Identify and document "Success Stories," best practices, and field experiences to showcase project impact.
  • Coordinate with local government service providers and stakeholders to link beneficiaries to existing services.
  • Any other task assigned by the project and organization management.
