Organization and Project Background
The Association for Alternative Development (AFAD) is a women-led local non-governmental organization based in Kurigram district, Bangladesh. AFAD has a strong track record of implementing integrated, community-based development programs for marginalized and climate-vulnerable populations, particularly women, youth, persons with disabilities, and other socially excluded groups. The organization has extensive experience in livelihoods development, WASH, public health promotion, Disaster Risk Reduction (DRR), climate change adaptation, and emergency preparedness, implemented in close coordination with government institutions and community stakeholders.
AFAD follows a participatory, inclusive, and rights-based approach, ensuring meaningful involvement of communities in planning, implementation, and monitoring. The organization maintains active coordination and formal linkages with a wide range of government and non-government stakeholders, including livelihood-related line departments, the Department of Social Welfare, Health Department, WASH authorities, Union Disaster Management Committees (UDMCs), Union Parishads, and Upazila Parishads. This multi-stakeholder engagement ensures alignment with national development plans, disaster management frameworks, and local government priorities, while strengthening institutional ownership and sustainability.
Under this framework, AFAD will implement the project titled “Strengthening resilience and improving living conditions of vulnerable communities in Kurigram and Satkhira, Bangladesh.” The project will be implemented over a period of 47 months, from February 2026 to December 2029.
The project is designed to address the interconnected challenges faced by vulnerable households, including climate-induced shocks, disaster risks, livelihood insecurity, inadequate access to safe water and sanitation, and health vulnerabilities. It adopts an integrated approach combining climate-resilient livelihoods, DRR and disaster preparedness, improved WASH and health practices, and community capacity building.
A core component of the project is the establishment and strengthening of Self-Reliant Groups (SRGs), which will function as platforms for savings, income diversification, social mobilization, DRR awareness, and structured engagement with government service providers and other stakeholders. SRGs will be systematically linked with UDMCs, Union Parishads, Upazila-level line departments, social welfare and livelihood service providers, enabling communities to access public services, social safety nets, early warning information, and post-disaster recovery support.
Through strengthened stakeholder coordination, institutional linkages, and community self-organization, the project aims to enhance resilience, reduce disaster-related risks, and sustainably improve living conditions in the target areas. The project aligns with donor priorities on resilience building, DRR, localization, inclusion, accountability, and long-term sustainability, ensuring that impacts are maintained beyond the project period.
Purpose:
The Technical Facilitator is a multidisciplinary role responsible for the technical integrity and field-level execution of the project’s core pillars: Livelihood, Food Security, Health, Nutrition, and WASH. This role bridges the gap between project strategy and community action, ensuring that staff and beneficiaries receive high-quality technical support, sustainable infrastructure, and the knowledge necessary to achieve project objectives.
