Job Overview:
The Project Officer will ensure the smooth implementation and day-to-day management of the project, ensuring all activities are on track and aligned with approved plans. The role includes developing comprehensive project plans, defining objectives, timelines, budgets, resources, and deliverables, and monitoring progress to maintain quality and meet stakeholder expectations. The Project Officer will establish quality assurance processes, conduct reviews, and take corrective actions as needed to ensure high standards throughout the project cycle.
Key Responsibilities
Develop and oversee annual, monthly, and weekly work plans, ensuring realistic goals and timely delivery of activities.
Track progress against objectives and budgets, identify deviations, and recommend corrective actions.
Coordinate with CPP volunteers, Disaster Management Committees (DMCs), first responders, and communities to implement disability-inclusive disaster risk reduction (DRR) and preparedness activities.
Lead planning, coordination, and implementation of Chemical Disaster Risk Reduction initiatives, including risk assessment, safety compliance, emergency preparedness, and response.
Build capacities of staff, communities, and partners through training, coaching, and awareness on DRR, chemical safety, and emergency management.
Monitor project progress, budgets, and results; prepare accurate technical, financial, and risk management reports for internal use, stakeholders, and donors.
Ensure all activities integrate gender equality, disability inclusion, child safeguarding, and comply with national regulations, international standards, and EHS guidelines.
Facilitate community participation, ensuring engagement of children and youth with disabilities and their caregivers throughout the project cycle.
Document lessons learned and support replication of effective practices across project areas.
Develop an emergency contingency plan and coordinate with the government, as needed.
Monitoring, Evaluation, Accountability and Learning (MEAL):
Track and monitor the implementation of chemical DRR activities, including risk assessments, preparedness measures, safety compliance, and response interventions.
Conduct evaluations, baseline studies, and assessments to measure effectiveness, identify gaps, and generate lessons learned.
Ensure quality standards are applied in all project interventions and maintain functional Activity Tracking Tables.
Collect, manage, and respond to complaints and feedback, ensuring accountability to communities, industries, and stakeholders.
Document case studies, best practices, and lessons learned, and facilitate learning and reflection sessions for project teams.
Prepare timely and accurate technical, financial, and risk management reports, and support capacity building of project staff.
Reporting:
Prepare timely, accurate, and high-quality technical, financial, and risk management reports for donors, stakeholders, and internal teams.
Document project progress, results, lessons learned, case studies, and best practices for accountability and learning purposes.
Ensure reports are aligned with project indicators, donor requirements, and organizational standards.
Support dissemination of findings to project teams, partners, and relevant stakeholders to inform decision-making and replication.
The Project Officer will report directly to the Project Coordinator (PC) and Project Focal Point.
Coordination and Linkage:
Ensure effective coordination with the Centre for Disability in Development (CDD), government and non-government organizations, local authorities, industries, Jatiyo Protibondhi Unnayan Foundation (JPUF), and community clinics. Coordinate with CPP volunteers, Disaster Management Committees (DMCs), first responders, and communities to implement chemical and disability-inclusive disaster risk reduction (DRR) and preparedness activities. Establish formal partnerships with service providers through MoUs and conduct advocacy meetings at the community level to strengthen linkages and improve safe chemical management, preparedness, and response.

Experience:
Minimum of 5 years of experience in working with communities, DRR, particularly with children and youth with disabilities, is highly desirable. Basic understanding of disability rights and inclusive development principles.
