Job Purpose:
The Programme Manager (PM) provides strategic leadership, overall management, and technical oversight to the UNICEF-supported Social and Behaviour Change (SBC) Programme (AAP- CFRM and SBC CE). The position is responsible for translating project strategies into operational plans, ensuring quality implementation, maintaining donor compliance, and strengthening stakeholder engagement to achieve sustainable and systemic changes. The PM ensures effective coordination among programme, MEAL and finance teams while maintaining strong communication with UNICEF and relevant stakeholders. The role requires approximately 40 percent field engagement and 60 percent office-based work and coordination meetings.
Key Responsibilities with Engagement Percentage:
Total Engagement 100%: Strategy & Development (20%), Implementation & Supervision (20%), Field visit, Monitoring & Learning (20%), Financial Oversight (10%), Donor Communication (15%), Safeguarding & Risk (10%), and ESS and Stakeholder Engagement (5%)
A. Programme Strategy & Development
Develop and update the SBC project implementation strategy aligned with UNICEF Programme Document (PD) and national priorities
Translate strategic objectives into annual work plans, detailed implementation plans, and guiding documents
Lead proposal development, concept notes, and fundraising initiatives for future funding opportunities
Ensure integration of Community Engagement (CE), CwC, safeguarding, and accountability approaches into programme design
Facilitate capacity development initiatives for staff and community-based groups through technical linkage with public and private stakeholders
B. Programme Implementation & Management
Ensure timely, quality, and effective implementation of SBC interventions across camps, host communities, and operational areas
Supervise and provide technical guidance to DPM, MEAL Officer, Sr. FAO, and other programme staff
Conduct regular team meetings at camp, Upazila, and district levels
Represent the organization in cluster meetings, coordination forums, seminars, and stakeholder platforms
Ensure safeguarding standards are upheld and implemented across all programme activities
Liaise and maintain strong relationships with local government authorities, CiCs, and relevant community stakeholders
C. Monitoring, Evaluation & Learning (MEL):
Oversee monitoring of programme activities to ensure alignment with approved work plans and results framework
Ensure effective use of MEAL systems for tracking indicators, outputs, and outcomes
Conduct regular field monitoring visits and provide feedback for course correction
Lead documentation of project achievements, challenges, lessons learned, and best practices
Ensure evidence-based reporting and adaptive management based on monitoring findings
D. Financial Oversight & Compliance
Provide overall programmatic and financial oversight of the project in collaboration with the Sr. FAO
Review budget utilization, burn rate, and financial forecasts
Ensure compliance with UNICEF HACT, PD requirements, safeguarding policies, and donor regulations
Ensure transparency and accountability in financial and operational processes
E. Donor Communication & Reporting
Maintain regular liaison and effective communication with UNICEF focal points and SHED senior management
Lead preparation and submission of high-quality, evidence-based narrative reports (monthly, quarterly, annual) and case studies in line with donor requirements
Represent the programme in donor review meetings and technical discussions
Ensure timely response to donor queries and feedback
Lead development of donor-compliant humanitarian cluster and SBC reports
F. Stakeholder Engagement & Coordination
Build and maintain strong relationships with government counterparts, CiCs, section partners, and community leaders
Coordinate with internal departments to ensure integrated programme delivery
Support organization and execution of events, workshops, and stakeholder engagement meetings
Act as a liaison between management and field-level staff
G. Safeguarding & Risk Management
Ensure a safe working environment and promote safeguarding standards across the programme
Act as a focal point for safeguarding awareness and reporting compliance
Ensure adherence to organizational safeguarding and reporting procedures
Identify operational risks and implement mitigation measures
