WAVE Foundation is a national Civil Society Organization (CSO) established in 1990. Since its inception, the organization has been implementing a broad range of development interventions aimed at improving the socio-economic conditions of poor and marginalized communities while promoting human rights, social justice and good governance. As part of its Community Development and Youth Empowerment portfolio, WAVE has extensive experience in skills development, entrepreneurship promotion, employment facilitation and market-oriented capacity building to support vulnerable communities in accessing economic opportunities and pursuing sustainable livelihoods.

WAVE Foundation is currently implementing the Economic Acceleration and Resilience for NEET (EARN) Project in 10 districts across the Sylhet and Chattogram Divisions under Package S-14 (Sylhet Division) and Package S-9.3 (Chattogram Division). In Sylhet Division, the project is being implemented in the districts of Sylhet, Moulvibazar, Habiganj, and Sunamganj, while in Chattogram Division, it covers the districts of Feni, Lakshmipur, Cumilla, Noakhali, Brahmanbaria, and Chandpur. Through these assignments, WAVE Foundation is contributing to the establishment and operation of 1,250 Village Level Training Centers (VLTCs), which are expected to provide market-responsive skills development, employment support, and entrepreneurship services to more than 175,000 young women and men.

Project Details:

The Economic Acceleration and Resilience for NEET (EARN) Project is a flagship initiative of the Government of Bangladesh, implemented by the Department of Youth Development (DYD) under the Ministry of Youth and Sports (MoYS) with financial support from the World Bank. The project is being implemented in 250 rural upazilas across Bangladesh to enhance the employability and economic resilience of NEET youth (Not in Education, Employment, or Training), particularly women. Through an integrated approach, the project provides market-responsive skills development training, socio-emotional behaviour (SEB) and entrepreneurship development training (EDT), internships and apprenticeships, employment and self-employment support, mentorship, seed financing for eligible entrepreneurs, and community-based social mobilization to create an enabling environment for youth economic participation and empowerment.

Job Summary

The M&E Specialist will lead and manage the Monitoring and Evaluation (M&E) functions of the EARN Project to ensure systematic data collection, data quality assurance, performance tracking, outcome and impact assessment, organizational learning, accountability, and evidence-based program improvement. The position will focus on inclusive skills development, institutional strengthening of Village Level Training Centers (VLTCs), promotion of gender equality, and support for vulnerable and disadvantaged groups. The responsibilities of this position are aligned with the project's M&E framework, indicators, systems, and tools to ensure effective monitoring of project performance and achievement of results.

 

Responsibilities

  • Develop and operationalize the project Monitoring and Evaluation (M&E) system in alignment with the EARN Project framework.

  • Develop, review, and update M&E tools and formats for institutional capacity assessment, trainer competency assessment, gender and social inclusion monitoring, beneficiary enrollment, attendance tracking, training completion, tracer studies, empowerment assessment, community feedback, grievance management, and other project monitoring requirements.

  • Establish and maintain a robust project database and information management system to ensure timely, accurate, secure, and accessible project data.

  • Ensure systematic collection, validation, analysis, and reporting of disaggregated data.

  • Conduct regular monitoring visits to Village Level Training Centers (VLTCs) and other project implementation sites.

  • Monitor and assess institutional capacity strengthening initiatives of VLTCs.

  • Track beneficiary enrollment, attendance, retention, dropout, completion, employment outcomes, and beneficiary satisfaction.

  • Undertake outcome and impact monitoring and conduct or facilitate qualitative and quantitative assessments, surveys, and studies.

  • Establish, manage, and monitor the project feedback and grievance redress mechanism.

  • Develop and maintain an M&E dashboard for regular tracking of key indicators, targets, achievements, gaps, trends, risks, and emerging issues.

  • Prepare monthly, quarterly, annual, and donor-required M&E reports and ensure the timely submission of high-quality monitoring reports.

  • Lead data quality assurance (DQA) processes to ensure the accuracy, completeness, consistency, and reliability of project data.

  • Support project teams in results-based management and evidence-based decision-making.

  • Facilitate organizational learning, reflection sessions, knowledge-sharing events, and adaptive management processes.

  • Coordinate with government departments, local government institutions, partner organizations, VLTCs, and other stakeholders on M&E, reporting, data sharing, evaluation, and institutional learning.

  • Ensure that project indicators, monitoring systems, and reporting mechanisms are aligned with relevant national policies, standards, and donor requirements.

  • Build the M&E capacity of project staff and relevant VLTC personnel through training, mentoring, coaching, and technical support.

  • Identify implementation gaps, risks, underperformance, and emerging issues, and recommend corrective actions to improve project performance.

  • Ensure proper documentation and institutional memory of the project by maintaining M&E records, databases, assessment reports, monitoring reports, learning products, case studies, success stories, and evidence of project results.

  • Coordinate the design, implementation, and dissemination of project evaluations in close collaboration with the Team Leader and other key project personnel.



Job Other Benifits:
    • BDT 80,000 per month with other admissible benefits as per Project Provision.

    • Salary and other admissible benefits (if any) are inclusive of all taxes as imposed by the government of Bangladesh. Taxes will be deducted at sources as per government rules.
