Job Context:
∎ The food security-focused M&E Assistant will assist on data management and routine monitoring of food security activities, including market monitoring, price monitoring, base/end-line assessment for food voucher distribution. The M&E Assistant will be responsible for monitoring the quality assurance of project activities, as well as establishing and analyzing data from beneficiary feedback mechanisms. This includes facilitating focus group discussions, post distribution monitoring and conducting key informant interviews with household members and community leaders. Conduct training for data collectors on data collection methodologies.

∎ Reports to: FSL Monitoring & Evaluation Officer
∎ Contract Duration: Up to December 31, 2021.

Job Responsibilities:
∎ M&E System
∎ Assist in the creation of data collection tools and processes in alignment with project needs (indicators, market monitoring, process and outcome measurement)
∎ Assist in the development of M&E work plan, coinciding with the activity work plan, and keep it updated in accordance with project activities and timeframes as relevant.
∎ Assist to developing operational monitoring tools (checklist, questionnaires, databases, interview and survey forms, etc.)
∎ Provide ongoing review on the quality of existing data in the project subject areas, the methods of collecting it and the timeliness of reporting to relevant parties.
∎ Assist to develop process for collecting baseline data for each project component and for all project indicators.
∎ Assist to set up and manage the complaint and feedback mechanisms.
∎ Implementation of M&E and Coordination
∎ Assist on data collection with non-M&E staff to ensure data is collected on a regular basis to measure progress against project indicators and RI quality assurance priorities. Includes both quantitative and qualitative data collection (e.g. surveys, focus group discussions, post distribution monitoring and key informant interviews)
∎ Assist project monitoring through field monitoring visits, analysis of collected data (including market, process and outcome monitoring)), and post-distribution monitoring (for food security activities).
∎ Assist project progress reporting and end-line assessment.
∎ Assist to identify lessons learned and develop case studies to capture qualitative outputs of the project.
∎ Assist the implementation and monitoring of project beneficiary feedback mechanisms
∎ Communication and Reporting
∎ Produce reports on M&E findings in coordination with reporting and/or communications staff.
∎ Provide the Team Leader, Monitoring Officer, Program Manager and other RI staff with information on an ad-hoc basis they may require on indicator data.

Additional Requirements:

∎ At least two (2) years of professional experience in an Assistant M&E position responsible for implementing M&E activities of international development or humanitarian projects.
∎ Minimum 6 months of aid-related NGO experience in Bangladesh
∎ This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
∎ Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
∎ Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies a plus
∎ Experience in planning and managing surveys.
∎ Experience in developing and refining data collection tools.
∎ Experience with data quality assessments and oversight.
∎ Languages: Excellent written and spoken command of English
∎ Excellent interpersonal skills

Salary:
∎ As per RI National Pay Scale Policy in Bangladesh

∎ Two festival bonuses in a year equivalent to one Gross salary.
∎ Severance (8.33% of the monthly basic salary) goes with the monthly release of the salary.
