Job Context:
∎ Handicap International has been working in two refugee camps, makeshift shelters, and host communities in the Teknaf and Ukhiya districts of Cox`s Bazar since 2007 and has since adapted activities to reach newly arrived refugees following the 2017 influx. HI supports all refugees with particular attention to the most vulnerable groups including older persons, women, and persons with disabilities. HI is providing psychosocial support and emergency rehabilitation services to the new arrivals under the existing projects.
∎ Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in access to services, improved livelihoods, and greater inclusion of persons with disabilities into society. Currently, HI Bangladesh is present in 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox`s Bazar; and in Kurigram.
∎ HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and society. Since 2007 Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion, and Mainstreaming activities. Over the years, Handicap International has gained significant experience in supporting the disability movement in the country especially by working with Disabled Peoples` Organizations (DPOs). It has provided significant support to these organizations to become independently capable to actively and efficiently advocate for the rights of people with disabilities especially in the areas of Health, Education, Livelihoods, and Protection.
∎ Due to the scale of the crisis in Cox`s Bazar, HI has expanded its existing response in order to accommodate emergency needs. In this context, HI is conducting the following activities through mobile units and static points to Rohingya refugees and host communities:
∎ Provision of rehabilitation services
∎ Provision of psychosocial support
∎ Distributions of NFIs (shelter kits, wash kits, hygiene kits, protection kits) and food items
∎ Referrals to specialized protection services (SGBV and child protection services) and dealing with other protection issues (mainstreaming disability, gender, and age)
∎ Under the responsibility of the Technical Unit Coordinator and with the support of the HQ Specific needs and MHPSS Technical Referent you will be responsible for:
∎ Ensuring technical support on HI MHPSS approach across all HI project sites
∎ Providing training and coaching, and "on the job" training of MHPSS Officers and volunteers on MHPSS best practices, intervention, and mainstreaming
∎ Provide specific technical support to the MHPSS and inclusive sports and recreation officers through coaching and capacity assessments, creating capacity building plans for all staff to monitor progress
∎ Monitoring and maintaining compliance with standard HI technical guidelines and international MHPSS guidelines MHPSS mainstreaming and response
∎ Ensuring HI`s proper representation in sectorial working groups;
∎ Regularly reporting on the above activities (statistic, review monthly objectives, etc.) as requested by your line manager and the HQ Technical Referent
∎ Contributing to the program management cycle with grant narrative drafting, indicator and outcome development needs assessments, and midterm and final reporting
∎ Job Location: Dhaka with 50% - 60% travel to project location field bases in Cox`s Bazar, Ukhiya, Teknaf, Kurigram, Sitakunda
∎ Line Manager: Technical Unit Coordinator
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: From as early as possible to 31 December 2021 with the possibility of an extension

Job Responsibilities:
∎ Objective-1: TECHNICAL SUPPORT
∎ You ensure the technical relevance of HI interventions across programs related to MHPSS
∎ You ensure MHPSS principles and practices are mainstreamed across all project activities with attention to confidentiality, consent, and do no harm principles (including safe and ethical identification of individuals in psychological distress and/or survivors of violence),
∎ You provide direct technical support to MHPSS stand-alone project and teams, including psychosocial activities with children, persons with disabilities, and older persons,
∎ You oversee the capacity and skill-building process for MHPSS sector staff including MHPSS Officers and Inclusive Sports and Recreation Officers,
∎ You ensure the technical validation of purchased items for program use,
∎ You participate in the designing and assessing field tools, information leaflets, assessment forms, and training ensuring coherence and validation by HQ,
∎ You support and train the Project Managers/Field Teams/Partners in MHPSS related content areas,
∎ You participate in regular assessment and reporting including contextual, needs, and impact assessments,
∎ You participate in the drafting of external and internal facing reports and analysis related to contextual updates, community needs, project updates, and progress
∎ Objective-2: STRATEGY'S DEFINITION
∎ You support the project in refining the program strategy to meet the evolving needs of the Rohingya, host and Bangladeshi communities,
∎ You analyze MHPSS program interventions to ensure relevance for context and alignment with humanitarian principles and HI's global mandate,
∎ You analyze the MHPSS needs and relevant interventions within HI's humanitarian response
∎ You support the project in the definition of their objectives, activities, targets according to the context of intervention and contribute to logic frame development and proposal narrative writing
∎ Objective-3: COORDINATION AND NETWORKING
∎ Ensure strong internal coordination with the operational team (such as Project Managers, Team leaders, senior project officers, Field coordinators, and teams in the bases)
∎ Ensure close collaboration with all TAs and staffs to ensure harmonization of the approaches
∎ Ensure close collaboration with other MHPSS actors implementing in the project area,
∎ Ensure HI presence in all key and relevant external working groups, including MHPSS working groups, and meetings and represent HI on all technical aspects on MHPSS,
∎ Ensure a harmonized technical message is provided during these working groups and that HI speaks in a common voice on technical issues
∎ Ensure HI has updates on the need/changes in the MHPSS sector; provide relevant recommendations and action points to HI teams related to the context.
∎ Objective-4: SUPPORT TO HUMAN RESOURCES
∎ You are in charge of updating the JDs as requested by PMs or as you see relevant in projects
∎ You are responsible to support the recruitment process of PSS teams
∎ You are in charge of the training and the technical accompaniment of HI MHPSS Senior Technical Officer(s),
∎ You define, with him/her, his/her action plan and delay for reaching defined goals (IAP);
∎ Your support and advise all project managers in the implementation of his/her IAP;
∎ You ensure feedback about issues potentially raised by him/her;
∎ You ensure good communication - coordination - information level through regular meetings (or other if needed);
∎ You are concerned and aware of the personal and professional evolution of HI staff, and its development within the mission: individual interviews, oral and written appraisals;
∎ You ensure conflict resolution (personal and professional) and inform the Technical Unit Coordinator;
∎ You propose a relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the Technical Unit Coordinator;
∎ Objective-5: REPORTING & OTHERS
∎ You support the teams to produce regular reports on HI activities (newsletters, case studies, activity reports, etc);
∎ You participate in the monthly situation report (SITREP) by providing relevant data related to your position;
∎ You participate in the Technical Unit coordination meetings and workshops.
∎ Ensure the quantitative and qualitative reporting through the tools (assessment form, follow up form, discharger and monitoring form, groups report) and system in place
∎ Ensure a qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan.
∎ Ensure regular reporting on your activities to your line manager upon his/her solicitation (field visit reports, coordination meeting, workshop, meeting minutes, etc.)
∎ Ensure formalization of all training/workshop documents.
∎ Ensure the capitalization work is done.
∎ You regularly have contact and share activities with your Technical Referents at the HQ level

Additional Requirements:
∎ Age at least 21 years
∎ At least 5 years of experience in providing technical support to programs in an emergency context in senior level
∎ 4+ years of experience in implementing MHPSS in a humanitarian context with experience in an emergency,
∎ At least 3-4 years of training experience preferably in an emergency context,
∎ Experience in disability-inclusive service design and implementation,
∎ Project management in a humanitarian context experience (PM certification a plus),
∎ Project development experience a plus,
∎ Excellent applied knowledge of MHPSS IASC Guidelines,
∎ Working knowledge of protection mainstreaming principles, GBV and CP international guidelines, including GBV IASC guidelines, Child protection Minimum Standards (CPMS),
∎ Knowledge of the Convention of the Rights of Persons with Disabilities is a plus,
∎ Experience in sector-level representation and Working group participation,
∎ Clinical Supervision experience (technical and managerial) of 2 or more staff,
∎ High level of proficiency in the English language (writing, oral),
∎ Strong communication skills including writing for development including but not limited to: grant proposals, log frames, concept notes, research proposals, project cycle reports,
∎ Experience in sector-level representation and Working group participation,
∎ Ability to work well under tight deadlines and in a high-pressure environment,
∎ Organized and excellent time management skills,
∎ Ability to work well in a team
