Responsibilities & Context:

Handicap International-Humanity & Inclusion (HI) started its operation in Bangladesh in 1997. HI Bangladesh currently runs programs with activities focused on health & rehabilitation, disaster risk reduction, promoting disability rights, socio-economic development, and/or poverty graduation.

Contextual Summary of Logistics Department:

The HI Logistics Department functions as a support service unit, ensuring effective management of procurement, warehousing and distribution, fleet operations, power and ICT services, asset and equipment oversight, and facilities management. This position has been created to support the Logistics Department in its day-to-day operations during the year-end closing period. Several major procurements, previously put on hold due to the U.S. Executive Order on fund freezing, are now scheduled for execution. In addition, the position will provide support in implementing the Archive Management Action Plan as part of the Bangladesh Program’s commitment to strengthening its archiving systems. To facilitate this process and ensure proper documentation and record-keeping, the Logistics Officer will coordinate with relevant units under the supervision and guidance of the Logistics Department.

Objective or Service:

The Logistics Officer (Casual Worker) will be responsible for supporting the procurement, facility management, and other logistics activities. For archiving management, the Logistics Officer (Casual Worker) will support the team in listing the documents and organizing those documents in a systematic manner, maintaining the HI global archive management Procedure.

Responsibilities of the Logistics Officer (Casual Worker):

  • Input data into the SBA system for the analysis of tenders, quotations, and financial and technical proposals.

  • Conduct physical visits to supplier premises for assessment purposes or to collect quotations.

  • Provide support in developing Framework Dossiers (FD) in LINK by creating Framework Lines (FLs).

  • Assist with procurement documentation and facilitate the closure of purchase files.

  • Support various premises management-related activities as required.

  • Collaborate with department focal points to list documents for archiving purposes.

  • Assist in organizing and preparing archival boxes with proper labeling for identification.

  • Support the completion of the Record Management Table.

  • Organize and categorize hard and soft copies of documents from the past five years for easy access and identification.

  • Prepare a list of documents identified for disposal, in coordination with the respective department focal persons.

  • Archive files following the guidance and procedures set by the Logistics Department.

  • Assist in facility management tasks.

  • Carry out any other logistics-related tasks as assigned by the supervisor.

Deliverable:

  • Weekly and Monthly Activity Report.

  • Date input in SBA, Documentation, and Purchase file closing.

  • Update and physically organize the hard copy documents, and assist in facility management tasks.

  • Mission report: activities done, handover of the task

Duration and place of performance of the service and condition:

  • Base location: Ukhiya.

  • The Logistics Officer (Casual Worker) may be deployed in other site offices of HI (Dhaka, Kurigram, Teknaf) based on need.

  • Duration of working hours: Working hours from 9:00 AM to 5:30 PM (Half-hour lunch break), 5 days.

 Contact Person:

  • During the performance of the service, the Logistics Officer (Casual Worker) will be required to work in liaison with Handicap International's teams, and notably with the Area Supply Chain Manager and Area Facility Manager (as required), who will be his/her contact person.

Administrative terms and conditions: 

  • The maximum duration for this position must not exceed more than 180 (one hundred & eighty) days, which could be terminated earlier based on program need.

  • Such contracts can be extended after a reasonable periodic break of between 1 and 3 weeks before renegotiating them.

  • 8 (eight) hours per day. Subject to the overtime payment, no worker is allowed to work more than 10 (ten) hours a day. The Casual worker will follow the HI BGD working time.

  • The payment will be made monthly based on the service received and confirmation from the contact person by following the Incentive rates for casual workers (Skill), HI Salary Scale (basic level 1/22 days). Payment will be made for the days worked by the casual workers.

  • Payment must be included with all coverage, and NO additional cost will be paid for transport or accommodation or any other benefits. The rate must include Tax and apply to the deduction of TAX at the source as per government rules. For field visits, the HI per diem policy will be applicable.

    • HI will not pay for any unofficial transport, accommodation, Per-diem, benefits, or others.

    • The Logistics Officer (Casual Worker) must ensure a full 8.30 hours of working time (30 minutes lunch break) with a reporting mechanism at the base.

    • The Logistics Officer (Casual Worker) must ensure support for other offices at Dhaka, Kurigram, and Teknaf remotely regularly and, when required, go physically, based on the confirmation of the Area Supply Chain Manager and Area Facility Manager.

    • For inter-office movement from Ukhiya, HI will arrange vehicle support.

    • As per the HI casual worker salary grid, the Logistics Officer (Casual Worker) will get paid 2000 taka BDT per day, and payment will be monthly.

    • Salary of Logistics Officer (Casual Worker) will be considered for VAT & TAX deduction.
