Responsibilities & Context:

JOB CONTEXT:

Gonoshasthaya Kendra (GK) is a National NGO. GK registered as a Public Charitable Trust in 1972 and started with two visions (a) “the fate of the poor decides the fate of the country, and (b) “development of the country depends on the development of women.”

Gonoshasthaya Kendra Bangladesh and its partner Malteser International are two humanitarian organizations in Bangladesh that have been working on emergency programs since September 2017, post-emergency and development.

JOB PURPOSE:

The purpose of this position is to manage, strengthen, and provide strategic direction to the MEAL system, ensure cross-learning in MEAL among project areas, build the capacity of MEAL staff, and support the roll-out and implementation of the new MEAL policies and procedures. The MEAL Specialist will work closely with the Project Coordinator, Clinic Managers, of health facilities to develop high-quality monitoring systems and tools which address indicators set out in project proposals. This position is also responsible for measurement, feedback mechanisms, measurement tools, and ensuring that MEAL and data management systems are in place, sufficiently resourced, and successfully implemented from collection to visualization. And that MEAL data is contributing to improved learning and program quality. A minimum of 25% field visits is mandatory for this role as part of donor compliance requirements to ensure data verification, quality assurance, and evidence-backed reporting.

The role holder will support GK – MI Project's response to the humanitarian crisis in Cox's Bazar, Bangladesh with a focus on monitoring, evaluation, accountability and learning sector interventions. H/She will support MI-funded programs that are implemented by GK at Cox's Bazar and any other program areas assigned by management. The incumbent will follow MEAL Tools in implementing the MEAL strategy and plan for the Rohingya Refugee Crisis Response Program in Cox's Bazar. The role owner will engage in participatory follow-up activities with staff. Ensure high quality and accurate data collection (using hardware and software tools). Analyze information and report on a timely basis. Provide regular feedback on monitoring, accountability and learning observations and findings of the program. Conduct monitoring visits a minimum of 60% of the time spent in health facilities to ensure quality of project data collection and compliance with the standard. Provide technical guidance while supervising MEAL operations at the field level. The MEAL Manager should also prepare all donor reports in a timely manner. The report will be finalized after receiving feedback from all relevant team members. This will allow management to submit the quality report on a timely basis, as per the agreement between GK and MI.

JOB RESPONSIBILITIES:

Designing, Planning and Monitoring

  • Develop and review M&E plan, M&E framework, and LFA for the project.
  • Contribute to developing M&E guidelines.
  • Contribute to developing concept notes and project proposals.
  • Contribute to developing strategic plan, and quarterly and annual project plans.
  • Develop and update all relevant M&E documents, tools and resources.
  • Develop different qualitative and quantitative methods, tools, and strategies for monitoring and evaluating and research projects and programs of GK.
  • Lead the consolidation of results and achievements according to log-frame.
  • Periodically review of the M&E framework and reporting mechanism.
  • Support program management related to the quality, impact and strategic direction of the program.
  • Conduct field visits to monitor program implementation status and quality.

Data Quality and Evidence Generation (25% time allocation)

  • Lead routine Data Quality Assessments (RDQA) and periodic data audits at field and facility levels, including source verification, data accuracy checks, completeness reviews, and reconciliation of records with reports.
  • Develop and implement a Data Quality Improvement Plan (DQIP) and provide follow-up supervision to track the closure of corrective actions and sustain improvements.
  • Establish and maintain standardized data validation, traceability, and documentation protocols to ensure integrity of project indicators and reporting.
  • Ensure data submitted for monthly, quarterly, and donor reporting cycles is verified and quality-assured prior to dissemination.
  • Provide coaching and capacity building for program teams and clinic-level staff on data quality standards, indicator interpretation, reporting procedures, and documentation requirements.
  • Lead the generation of evidence demonstrating project outcomes and impact, including outcome measurement summaries, performance snapshots, perception insights, and learning briefs.
  • Coordinate the development of thematic evidence products (e.g., fact sheets, learning papers, case briefs) and support evidence-based donor communication.
  • Develop data visualization dashboards and analytical summaries to enhance decision-making and adaptive management.
  • Translate MEAL findings, feedback mechanisms and monitoring insights into action-oriented recommendations and support program leadership to track implementation and use of evidence.

Research and Evaluation

  • Coordinate and manage to conduct baseline survey, need assessment, interim assessment, feasibility study, midterm and final evaluation, and impact study.
  • Contribute to conducting research and action research
  • Designing and Implementing Surveys and Studies.
  • Provide support and/or participate in any external/internal assessments as needed.
  • Collect and collate lessons learned, best practices and disseminate those within the project.
