Experience:
Master's degree in Social Sciences/Statistics/Computer science/Development Management/International Development or relevant field.
Experience in programming using databases and maps and in managing spatial data and information.
Proficiency and experience with mobile data collection or any PHP or SQL based platform such as Kobo, Commcare, ODK Collect is vital as well as proficiency with Microsoft Excel, Access, or other similar software.
Strong knowledge of MS Excel, Access or other databases and other modern tools.
Experience with GPS measuring tools. Knowledge and/or experience of ESRI ArcGIS or equivalent software suite.
Computer proficient, with experience using Microsoft Word, Excel and Power Point including online communication platform such as Zoom, Google Chat or Microsoft team.
Strong knowledge of data collection, analysis and visualization tools and techniques, such as Power-BI, PivotTables/charts, google forms etc.
Knowledge and experience of programming with databases and maps, use of programming languages would be an asset.
Expertise in PHP and MySQL·
Experience of designing and maintaining relational databases.
Demonstrated skills in PC troubleshooting, software and hardware support, networking, data backup, creating data entry forms and generating database report.
Experience working in multisector programme will be an added advantage· Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus including in Accountability
Responsible for overall implementation of MEAL Approaches including but not limited to – development of MEAL Framework, MEAL plan, MEAL tools and guidelines and execution of participatory monitoring and evaluation approaches. Monitoring and data entry in KoBoTool, analyse data and prepare reports in a timely fashion. He or she will also take lead to manage project MIS and knowledge management. Responsible to lead the WV BRCR project wise humanitarian accountability are planned and implemented rightly including establishing CFRM channels and functionality. Coordinate Accountability reports and compile BRCR accountability report. Additionally responsible to capacitate BRCR staff of humanitarian accountability.
Facilitated and implemented the MEAL system (to facilitate on- going monitoring):
Support development of M&E framework closely aligned to the project guideline.
Develop participatory MEAL tools and ensure these are in practice.
The project’s Indicator Performance Tracking Table (IPTT) regularly updated.
Technical program routine monitoring coordinated to support annual donor reporting.
Evaluation/ surveys conducted to measures key outcome indicators.
Case study examples collected and shared with different stakeholders.
Data analysis, storage & reporting Learning and Knowledge management:
Database to capture routine monitoring and processing functions installed and maintained.
Project participant register maintained.
Data collection and analysis to meet requirements for monthly, quarterly & project life progress reports
Contribute to learning effort of BRCR following the BRCR project’s learning agenda
Ensure reporting & tracking of progress is done for responsible “projects” in coordination with project managers
Conduct reflections and learning events at field, project and sector level
Cross learning is documented and shared with appropriate group/stakeholders
Data analysis and present and disseminate evidence for decision
Ensure the reflection findings quickly been incorporated into the current and future projects in response.
MEAL capacity building:
Training/orientation provided to the staff on MEAL and Humanitarian Accountability.
Maintain Accountability training tracker
Hands on support for the MEAL & MIS Assistant and project field staff to use tools, and gadgets for data collection and activity implementation.
Leading Humanitarian Accountability to Affected Populations:
Contribute to project design in AAP area
Conduct annual accountability assessment
Establish and functional all required CFM channels including DAP
Facilitate project team to plan and implement accountability activities
Support to prepare AAP tools and orient tools including child friendly tools
Coordinate project team to prepare accountability reports and compile BRCR accountability reports.
