Job Context:
∎ Swisscontact Bangladesh is in the process of recruiting a "Manager - Monitoring & Results Measurement and Partnership" for one of its Swiss Agency for Development and Cooperation (SDC) funded projects who will be a core member of the implementation team.
∎ Contract duration: Up to 31 December 2022 (Renewable subject to extension of the program)
∎ Location: Dhaka, Bangladesh
∎ Disposition for frequent travelling within the country
∎ Reports to: Team Leader, BMMDP, Swisscontact Bangladesh
∎ Purpose of the Job: Manager-Monitoring, Results Measurement and Partnership is a responsible staff member of the project team and primarily responsible for managing the overall monitoring and results measurement system of the project. The position is also expected maintain working relationship with all its project partners in relation to proper monitoring and supervision of the project`s implementation work. As Manager MRM and Partnership the incumbent is also responsible for prepare project progress reports (monthly, bi-annually and annually), including technical reports and other reports as per project requirement.
Job Responsibilities:
∎ Essential Functions and Responsibilities Overall:
∎ Support the Team Leader and other team members to implement the project as per the donor mandate
∎ Contribute to planning, budgeting, monitoring & evaluation and documenting of project interventions
∎ Lead preparation of partnership strategies, concept notes and intervention plans
∎ Lead implementation of activities on the ground and support the Team Leader on strategic decision-making based on ground realities
∎ Ensure that the project delivers all desired targets on time and with quality
∎ Establish and operationalise performance management framework for monitoring and overseeing various project components in coordination with the implementing partners
∎ Develop and operationalise results chain, monitoring and results measurement plan with partner organisations
∎ Develop and operationalise reporting format for all the components and partner organizations
∎ Develop and operationalise a framework for aggregating quantitative results from the components, analyse the results and present progress to different clients (donor, Government, etc.) within agreed timeline and format focusing on outcomes
∎ Analyse the quantitative data from implementating partners to assess progress towards acheievement of outcome and prepare progress report for project manager and donors
∎ Lead preparation of MRM plans
∎ Lead development of a knowledge management process to identify the key evidence and lessons learnt from Components
∎ Monitor results measurement through regular visits and coordination with implementing prtners
∎ Work closely with the implementation partners and provide strategic guidance to the project partners for smooth implementation of the projects activities.
∎ Contribute to knowledge exchange workshops with findings from different components and research studies
∎ Ensure mainstreaming of gender, governance, Disaster Risk Reduction and Conflict Sensitive Project Management. Assist the project team in insurance context monitoring
∎ Support in organise knowledge exchange workshops, identify global learning events and exposure visits for the public and private institutions and support the organisations to participate in these events
∎ Collaborate with other projects within Swisscontact for efficient and effective project implementation and mutual learning
∎ Communication and Reporting:
∎ Support the Team Leader to prepare project progress reports (monthly, bi-annually and annually), including technical reports and other reports as per project requirement
∎ Take lead in organizing different seminars and workshops to disseminate project learnings as and when required; and represent the project during relevant information events
∎ Support the project team to prepare communication materials based on findings
Additional Requirements:
∎ Technical Expertise:
∎ The Manager - Monitoring, Results Measurement and Partnership needs to have demonstrable experience in implementing and (or) monitoring projects in agribusiness development, financial inclusion, sustainable livelihoods development, market systems development (M4P approach) and (or) private sector development. The incumbent must have strong hands on expereince of developing and using Impact aggregesion system, Theory of Changes, results chains for monitoring and results measurement. The expereinces of analysing complex data set and reporting based on data analasyis and managing impact evaluation are mandatory for this position. Applicants with familiarity with DCED (the Donor Committee for Enterprise Development) standard and Result Based Financing will be highly valued. Manager - Monitoring, Results Measurement and Partnership needs to have practical understanding of managing delicate partner organizations from Government, private sector and NGO sector of Bangladesh.
∎ Generic Expertise:
∎ Manager - Monitoring, Results Measurement and Partnership needs to have practical understanding of the socio-political and economic context of Bangladesh. S/he must have experience of project cycle management with excellent analytical and strategic skills. S/he must have strong leadership and management skills and ability to deliver complex tasks within deadline in a dynamic and fast-paced environment. S/he must be proficient in English and Bangla. Competency of using computer applications like MS Office (Excel, Word, Outlook, and PowerPoint) must be at an advanced level. Experience of using statistical software will be an added advantage.
∎ The Manager - Monitoring, Results Measurement and Partnership should at least have 6 years of progressive experience in areas in relevant field.
