Education:

Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, Industrial Engineering, or a related discipline.

Master's degree is an advantage.

Professional certifications such as NEBOSH IGC, IOSH Managing Safely, ISO 45001 Lead Auditor, ISO 14001 Lead Auditor, or equivalent are preferred.

Additional Requirements:
  • Age 30 to 40 years

• Strong knowledge of Bangladesh labour, environmental, and safety regulations.

• Experience in ISO 45001 and ISO 14001 management systems.

• Incident investigation and root cause analysis.

• Risk assessment and hazard identification.

• Environmental management and sustainability practices.

• Training design and facilitation.

• Internal auditing and compliance management.

• Strong leadership, communication, and stakeholder management skills.

• Excellent analytical and report-writing abilities.

• Proficiency in Microsoft Office applications.



Responsibilities & Context:

1. Health & Safety Management

• Develop, implement, and continuously improve Health & Safety policies, procedures, and safe work practices.

• Conduct workplace risk assessments, hazard identification, and Job Safety Analysis (JSA).

• Lead investigations of workplace accidents, near misses, and unsafe conditions, ensuring effective corrective and preventive actions.

• Monitor workplace safety through routine inspections and internal audits.

• Ensure effective emergency preparedness, fire safety systems, evacuation procedures, and emergency response drills.

• Promote employee participation and awareness to build a proactive safety culture.

• Monitor contractor safety compliance and permit-to-work systems.

2. Environmental Compliance

• Ensure compliance with all applicable environmental laws and regulations of Bangladesh.

• Monitor and maintain compliance related to:

• Environmental Clearance Certificate (ECC)

• Environmental Impact Assessment (where applicable)

• Air emissions

• Industrial wastewater and Effluent Treatment Plant (ETP) operations

• Hazardous and non-hazardous waste management

• Chemical storage and handling

• Water consumption and conservation

• Energy efficiency initiatives

• Noise and air quality monitoring

• Coordinate environmental monitoring and statutory reporting.

• Drive waste reduction, recycling, resource conservation, and sustainability initiatives.

• Support implementation and maintenance of ISO 14001 Environmental Management System.

3. Training & Competency Development

• Develop and implement the annual HSE training calendar.

• Conduct induction training for employees, contractors, and visitors.

• Deliver or coordinate training on:

• Occupational Safety

• Fire Safety

• Emergency Response

• Chemical Safety

• PPE

• First Aid

• Environmental Awareness

• Legal Compliance

• Maintain training records, competency matrices, and effectiveness evaluations.

4. Compliance & Audit Management

• Ensure compliance with:

• Bangladesh Labour Act, 2006 (as amended)

• Bangladesh Labour Rules, 2015

• Bangladesh Environment Conservation Act and Rules

• Bangladesh National Building Code (BNBC), where applicable

• Bangladesh Fire Service & Civil Defence requirements

• Department of Environment (DoE) requirements

• Buyer/customer Codes of Conduct

• ISO 45001 Occupational Health & Safety Management System

• ISO 14001 Environmental Management System

• Coordinate internal and external compliance audits.

• Manage corrective and preventive action (CAPA) programs.

• Liaise with government authorities, auditors, customers, and certification bodies.

5. Documentation & Reporting

• Maintain statutory records, permits, licenses, and compliance documentation.

• Prepare monthly HSE performance reports and dashboards.

• Monitor HSE KPIs and present performance to senior management.

• Ensure timely submission of statutory reports to regulatory authorities.

6. Leadership & Continuous Improvement

• Lead and mentor HSE officers and trainers.

• Support cross-functional teams in achieving HSE objectives.

• Drive continuous improvement initiatives to reduce incidents, environmental impacts, and compliance risks.

• Promote a culture of operational excellence and sustainability.
