Responsibilities & Context:
∎ Responsibilities:
∎ Mission 1: Contribute to country strategies in line with overall strategies.
∎ Guiding the strategy and security framework through the active promotion of HI's institutional policy and the optimization of our resources
∎ STRATOP: Contribute to the drafting and revision (when needed) and implementation of the operational strategy (StratOp) within the framework of its responsibilities.
∎ RISKS: Create and update risk analysis tables as part of his/her responsibilities and propose and implement risk management measures.
∎ INCIDENTS: Contribute to the reporting of incidents within the scope of his/her responsibilities.
∎ INDICATORS: Produce, compile, and analyze data for the scoreboard.
∎ Representation: Ensure HI's external representation on security issues concerning its county (e.g., forums, operational and strategic alliances); guarantee the development of local partnerships necessary for the development of activities in the country.
∎ Mission 2: Operational Security management
∎ Context analysis: monitoring and analyzing the evolution of the local, regional, national, and international context.
∎ Programme network: Support the diversification of information sources and capitalize on information from key contacts.
∎ HAS network: Develop your own network to collect and verify information from the field operation and offices.
∎ Ensure good internal coordination on all security-related matters, especially with operations and logistics for safety reasons.
∎ Security framework:
∎ Conduct risk analysis workshops with all staff on the program
∎ Support the development, update, and implementation of the HI safety system in the program (procedures, documents, and tools);
∎ Ensure the application of security procedures, analyses, and experiences gained.
∎ Security management:
∎ Provide security analysis and recommendations to the Country Manager, Operations Manager and Area Manager; and participate in the planning of operations and the resulting security framework.
∎ Provide advice and guidance on evolving security risks, resource requirements, security frameworks and documents, strategies, and sharing of best practices for the security management of HI activities in the country, including input into the definition of future project proposals.
∎ Conduct regular field visits for security assessments and to support provincial offices.
∎ Incident management :
∎ Participate in incident/crisis management: analysis, technical support, recommendations, implementation, reporting, lessons learned, and adjustment of frameworks...
∎ Reinforce as much as necessary the level of acceptance of HI in the different intervention areas.
∎ Ensure its role of alert and "check & balance" in the monitoring and management of the program's security.
∎ Mission 3: Humanitarian Access
∎ Continuously analyze the humanitarian context, identify obstacles to access, opportunities for improvement, and key actors
∎ Support the Country Manager, Operations Manager and Area Manager:
∎ In creating a program-specific strategy to improve humanitarian access
∎ In contacting and conducting humanitarian negotiations with authorities and key actors
∎ In the preparation of exploration visits and the opening of new area
∎ Mission 4: Capacity Building and Training on Security and Access
∎ Assess the needs of HI staff on the program (national and international)
∎ Support the implementation of a HAS training plan for all HI staff (including internal and external training);
∎ Ensuring the training and continuous capacity building of security staff,
∎ Develop the security culture within the program.
∎ Integrate new arrivals.
∎ Conduct regular security updates for all staff.
∎ Promote internal coordination with all departments concerned (information sharing, bilateral meetings, etc.)
∎ The Humanitarian Access and Security Manager's role is to help ensure the security of HI personnel and assets by ensuring that risk analyses, security frameworks, protocols, and tools are in place while overseeing their correct and effective implementation. To this end, the HAS Manager is involved in the planning and monitoring of operations and plays a key role in incident management. The HAS Manager is also responsible for strengthening HI's analytical, dialogue, and negotiation capacities to ensure that populations have full access to humanitarian assistance. This position reports directly to the Country Manager.
