Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics.
Number of staff: Around 342 national staff and 4 international staff.
HI is currently looking for a Human Resource Officer—Recruitment & Development, Reporting to the Country Human Resource Manager, the HR Officer—Recruitment and Development implements sourcing, recruitment, and mobility activities for national staff members in his/her geographical area. In his/her geographical area, he or she ensures that recruitment and mobility are consistent with HI`s HR policies and frameworks and with local laws and practices. He or she advises managers in his/her geographical area on the policies, procedures, and tools to be rolled out in these fields. He or she represents the organization externally to reach out to future team members, and to this end ensures some employer visibility via the communication channels used.
He or she will also support Programme training and skills-development activities in his/her geographical area. In his/her geographical area, he or she ensures that the Programme’s skills development is consistent with HI`s HR policies and frameworks and with local law and practices and assists managers with their implementation.

Mission 1: Implements the recruitment process for national positions in his/her geographical area; supports the manager at every stage.
Work with the Senior HR Officer-Recruitment to develop job descriptions and announcements.
Is responsible for the recruitment and selection process of different recruitment within HI Bangladesh by ensuring the application of HR standards and procedures during the process in compliance with HI’s policies
Support Sr. HR Officer-Recruitment for the job offer process, negotiating compensation packages including salary, start date, and allowances, and preparing the contract and job offer letter.
The HR manager establishes the salary level of the candidate for the job in compliance with the current pay policy and communicates an employment offer to the candidate.
Assists managers in applying the recruitment and mobility processes and ensures the process` quality and compliance with HI policies, particularly in emergencies
Establishes and coordinates a local pool of candidates and profiles, and updates it regularly, with particular regard to rare profiles, as well as a local “emergency HR” pool.
Support the HR manager to help identify training needs, and draft and monitor the training plan.
Mission 2: Manages training and skills-development actions
Support the HR manager in the identification of skills-development needs and training in conjunction with the STRATOP.
Using the training plan as a basis, support the HR manager to coordinate the overall training and skills-development provision: available courses, types of support (mentoring, coaching, team learning, training, etc.), and training schedules, and ensure their in-house dissemination. Monitors the roll-out of the training plan.
Assists managers on how to apply the skills-development processes and the performance-management processes; in particular, assists with the section of the annual review dealing with the identification of skills-development needs.
Ensures the monitoring and tracing of the decisions taken concerning skills development following the annual employee reviews or professional interviews.
Carries out and monitors inscriptions to training courses (agreement, confirmation, payment, travel, accommodation, etc.)
Supports face-to-face training course logistics.
Ensures a link with external service providers: educational content, buying the training, negotiation, and external representation.
Mission 3: Ensures the administrative, financial, and logistical management of skills-development actions
Carries out and monitors inscriptions to training courses (agreement, confirmation, payment, travel, accommodation, etc.)
Supports face-to-face training course logistics
Ensures a link with external service providers: buying the training, negotiation, and external representation.
Mission 4: Emergency preparedness and response
Contributes to the programme`s emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI.
