Job Context:
∎ Place of work: Cox`s Bazar, with frequent field visits
∎ Contract duration: Eight months possible to extend (contract Start date is from asap).The position is subject to funding.
Job Responsibilities:
∎ Human Resource Management
∎
∎ Cooperate with the Management Team to understand the recruitment needs and provide advice on according to the already established Recruitment Process;
∎ Advertise available roles on internet and other appropriate channels;
∎ Create appropriate lists of suitable applicants for hiring managers and liaise with them to ensure timely shortlisting is achieved;
∎ Act as member in the Interview Panel when required;
∎ Ensure that pre-employment onboarding processes for successful candidates (i.e references, police checks, documentation, conditional offer letters, contracts, orientation etc.) are fulfilled;
∎ Manage transparent and competitive recruitment and selection processes including updated job descriptions, vacancy announcement, screening of candidates, and coordinate for interview panels. Coordinate the recruitment process as per DCA policy.
∎ Prepare employment contracts, job descriptions & other HR letters
∎ Coordinate for staff induction and placement
∎ Follow up with all candidates' post-recruitment, ensuring all receive notification and/or feedback on the outcomes of their application;
∎ Maintain the Recruitment Tracker updated throughout the process.
∎ Human Resource Policy

∎ Provide information to all DCA staff and advise on the interpretation of HR policies & procedures and ensure the HR policy compliances.
∎ Design, coordinate and monitor operational systems for managing necessary human resource functions to implement HR policies
∎ Be the first contact point for all staff on all HR-related matters - HR rules and regulations, policies and practices.
∎ Review and develop the human resource policies and revise it as advised by Area Manager
∎ Provide guidance and direction in compensation and benefit matters
∎ Be aware with national labour law and ensure DCA respects the national and local law
∎ Provide consultation to the Line Managers in the design of work schedules and other employment conditions in line with the compensation and benefits policy and National labor law;
∎ Ensure that the HR system and employee filling is updated in a timely and accurate manner throughout the employment phase;
∎ Announce every new comer to the Payroll system and draft employment contracts;
∎ Submit in a timely manner the employment tracker ensuring all relevant to payroll (e.g. new comers, work hours, employee termination, leaves etc) information is accurate;
∎ Ensure that all employees are aware of relevant compensation and benefits policies and procedures. Advice appropriately when needed;
∎ Safeguard compliance with the national employment law on Compensation and Benefits; Inform on any inconsistencies which entail legal risks and associated costs;
∎ Provide any relative report requested.
∎ Ensure leaves policy is documented, understood, shared, applied & followed
∎ Ensure leaves tracking system and appropriate reports
∎ Ensure the Time registration system is in place and well followed by supervisors and that reports are made in a timely manner
∎ Act as the focal point with the CD for implementing disciplinary measures
∎ Personnel Management

∎ Responsible for staff personnel file management and staff and training database.
∎ Ensure that all staff are oriented on code of conduct and policies and they have signed the DCA code of conduct.
∎ Responsible for leave management
∎ Ensure that all staff are ensured under the group personnel accidental Insurance policy
∎ Ensure staff vaccination information and support
∎ Staff Development and Staff Welfare
∎
∎ Identify training needs and complete yearly staff development & training needs analysis and extend necessary support to staff for addressing those training needs.
∎ Support all supervisors in doing regular performance reviews as per human resource policy.
∎ Provide effective advice and support on all staff issues including on the care, development, performance, motivation and contribution of the staff.
∎ Assist line managers with the selection and contracting of external training programs and consultants.
∎ Introduce staff welfare actions and processes to maintain staff morale and motivation
∎ Represent HR perspectives in the Staff Welfare Committee. Channel staff concerns to the management and provide guidance on resolution of issues.
∎ Plan and implement training programs, including induction programs for all new staff which include security, welfare, complaints mechanisms, code of conducts, DCA online training and other policies & procedures.
∎ Facilitate and/or oversee training on new DCA policies, systems, practices and programs.
∎ Make liaison and coordination with the training institutions. Coordinate for staff training. Maintain training database for staff.

Additional Requirements:
∎ A minimum of five years of related experience in Human Resources management and development required
∎ Experience from development or humanitarian aid sector with NGO required
∎ Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training and preventive labour relations, preferred.
∎ Active affiliation with appropriate human resources networks and organizations and ongoing community involvement, preferred.
∎ Committed to rights based and gender sensitive work, pro-poor, committed and strong civil society organizations and social mobilization.
∎ Commitment to basic values and policies of DCA
∎ Able, willing and committed to work with people of different backgrounds
∎ Contribute constructively to a working environment based on mutual respect, trust and commitment
