Job Context:
∎ As the HR, Admin, and Compliance Manager for the World Bank funded Plastic Waste Collection & Recycling Project, you will hold a pivotal role in ensuring human resources management, administrative operations, and compliance with World Bank policies and international regulations.
∎ BPCL has pioneered the concept of creating worth out of waste in Bangladesh being the first and only post-consumer food grade PET bottle to bottle recycling plant in the nation. Till date, BPCL has contributed to recycling over 1,800,000,000 (180 crore) used PET bottles, preventing them from getting dumped into the ground/river/drain, reducing 25,000 tons of Green House Gas emissions. BPCL`s bottle collection supply chain has provided an income to 35,000 waste pickers by procuring BDT 1 billion (100 crore) worth of discarded PET bottles.
∎ Project Overview:
∎ The primary objective of the project is to formalize the Plastic Recycling Value Chain to ensure the steady collection of recyclable plastic (RP) removing them from environment by establishing "collection hubs" or recycling business units (RBUs) across Bangladesh. These RBUs will facilitate the transportation, storage, and processing of plastic waste.
∎ The Project is co-funded by the World Bank and Parley for the Oceans and implemented by the South Asia Co-operative Environment Programme (SACEP), supported by the United Nations Office for Project Services (UNOPS).

Job Responsibilities:
∎ Develop and implement HR strategies and policies in accordance with project objectives.
∎ Oversee the recruitment, payroll management, on boarding, providing training of project staff and analysis of the recruitment cost.
∎ Manage performance evaluation processes and employee development initiatives.
∎ Foster a positive working environment and promote employee well-being.
∎ Ensure smooth day-to-day administrative operations, including office management, procurement, and logistics.
∎ Maintain effective communication channels within the project team and with external stakeholders.
∎ Manage the allocation of resources and facilities to support project activities.

∎ Develop and implement policies and procedures for the prevention of Grievance-Based Violation (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH).
∎ Establish reporting mechanisms and provide support to victims while maintaining confidentiality.
∎ Conduct regular training and awareness programs on GBV, SEA, and SH for project staff.
∎ Develop and implement policies and procedures in line with World Bank policy to mitigate identified risks.
∎ Coordinate with the partner organization to implement the SEA (Sexual Exploitation and Abuse)/SH (Sexual Harassment) and GBV (Grievance Base Violation) risk assessment program and help to implement the policy and procedure according to the World Bank.
∎ Ensuring Compliance and taking care the Health & Safety issues of the RBUs as per local & International labor law.

Additional Requirements:
∎ Age 30 to 40 years
∎ Both males and females are allowed to apply
∎ A bachelor's or master's degree in human resources or a related field.
∎ must be willing to travel extensively all over Bangladesh
∎ Proven experience in HR management, administrative coordination, compliance oversight, and GBV/SEA/SH prevention and reporting.
∎ Knowledge of World Bank policies, labor laws, regulations, and compliance standards applicable to international development projects.
∎ Strong organizational and interpersonal skills.
∎ Excellent communication and problem-solving abilities.
∎ Proficiency in office management software and Microsoft Office applications.
∎ Ability to work effectively with a diverse team and manage multiple stakeholders.

Salary: Tk. 50000 - 70000 (Monthly)
