Educational Qualifications:

Master’s in Human Resources/Business Administration, Management, or a related field.

Years of Experience: Minimum 2 years of relevant experience in an NGO or development agency.

Mandatory Requirements:

• Communication Skills: Ability to communicate clearly with

employees and management.

• Organizational Skills: Managing employee records, schedules, and HR documentation.

• Computer Skills: Proficiency in Microsoft Office applications, especially Excel, Word, and Outlook.

• Attention to Detail: Accuracy in handling employee data and HR records.

• Confidentiality: Ability to handle sensitive employee information responsibly.

• Time Management: Managing multiple HR tasks and deadlines efficiently

Responsibilities & Context:

Community Development Centre (CODEC) invites applications for the position of HR Assistant for implementing the `Education and Protection for Refugee Community (EPRC) Project` funded by UNHCR, located at Cox`s Bazar District.

Duration: 15 September 2026 to 31 December 2026

Job Location: Ukhiya/Teknaf, Cox’s Bazar.

Key areas of responsibility:

  • A.       Key Areas of Performance/ Responsibility/ Accountability:

    C: 1. Recruitment & Selection

    • Assist in preparing and publishing recruitment announcements as instructed.

    • Collect, organize, and maintain applications and CVs.

    • Support CV screening and preparation of candidate shortlists.

    • Coordinate written tests, interviews, and other recruitment arrangements.

    • Prepare recruitment-related documents, including interview schedules, assessment sheets, and recruitment records.

    • Communicate with shortlisted candidates regarding recruitment processes.

    • Maintain proper recruitment files and documentation.

    C: 2. Employee Records & HR Documentation

    • Maintain updated and confidential personnel files for all employees.

    • Ensure employee documents are complete and properly filed.

    • Assist in preparing appointment letters, contracts, extension letters, confirmation letters, warning letters, and other HR correspondence.

    • Update employee databases/HRIS and maintain accurate staff information.

    • Support staff documentation related to joining, transfer, promotion, separation, and other employment actions.

    C: 3. Attendance, Leave & Timesheet Management

    • Maintain and update staff attendance records.

    • Collect and verify timesheets and leave applications.

    • Assist in monitoring staff leave balances.

    • Follow up with supervisors regarding incomplete or irregular attendance and timesheet records.

    • Prepare regular attendance and leave reports as required.

    C: 4. Onboarding & Staff Orientation

    • Support the onboarding process for newly recruited employees.

    • Ensure required joining documents are completed and submitted.

    • Coordinate staff orientation and induction sessions.

    • Provide new employees with relevant HR policies, procedures, forms, and organizational information.

    • Coordinate with relevant departments for necessary arrangements for newly joined staff.

    C: 5. Payroll & Benefits Support

    • Assist in collecting and verifying payroll inputs, including attendance, leave, overtime, and other approved adjustments.

    • Coordinate with Finance regarding required HR/payroll documentation.

    • Maintain records related to staff benefits and entitlements.

    • Ensure payroll-related information is handled with strict confidentiality.

    C: 6. Staff Welfare & HR Support

    • Respond to routine HR-related queries from staff and provide appropriate guidance within the scope of responsibility.

    • Support staff welfare and engagement activities.

    • Assist in organizing staff meetings, orientations, trainings, and HR events.

    • Support the implementation of staff communication and HR initiatives.

     

     

    C: 7. Performance Management & Capacity Building

    • Assist HR and line managers in coordinating performance appraisal processes.

    • Maintain performance appraisal records.

    • Support training needs assessment and staff capacity-building activities.

    • Maintain training and staff development records.

     

    C: 8. Compliance & Policy Implementation

    • Support implementation of organizational HR policies, procedures, Code of Conduct, safeguarding, PSEA, child protection, and other relevant standards.

    • Maintain confidentiality of employee information and sensitive HR matters.

    • Ensure HR documentation complies with organizational requirements and applicable labour laws.

    • Report any significant HR compliance issues to the supervisor.

    C: 9. Separation & Exit Management

    • Assist in processing resignation, clearance, final settlement, and other separation-related documents.

    • Coordinate exit interviews where applicable.

    • Ensure employee files are properly updated and archived after separation.

    • Maintain accurate records of staff turnover and separation.

    C: 10. Reporting & Other Duties

    • Prepare routine HR reports and updates as assigned.

    • Maintain HR trackers and databases.

    • Assist in HR audits and internal monitoring processes.

    • Support HR-related field visits when required.

    • Perform any other duties assigned by the supervisor that are relevant to the position.

    D: Key Deliverables

    The HR Assistant is expected to ensure:

    • Accurate and up-to-date personnel records.

    • Timely completion of recruitment and onboarding documentation.

    • Proper attendance, leave, and timesheet records.

    • Timely submission of accurate payroll inputs.

    • Well-maintained HR databases and trackers.

    • Proper documentation of employee movements and separation.

    • Confidential and professional handling of employee information.

    • Timely preparation of assigned HR reports and correspondence.

    • Effective HR support to project and field teams.

    E: Reporting & Coordination

    The HR Assistant will report directly to the HR Officer/HR Manager and will maintain regular coordination with:

    • Project/Programme Managers

    • Line Managers and Supervisors

    • Finance & Administration Department

    • Senior Management

    • Field/Camp Offices

    • Other relevant departments and stakeholders.

    G. Authority & Accountability

    The HR Assistant will be responsible for the quality, accuracy, confidentiality, and timely completion of assigned HR tasks. The position does not have independent authority to approve recruitment, disciplinary action, salary changes, leave, or other employment decisions unless specifically delegated by the authorized supervisor. 

Safeguarding and PSEA:

  • S/he should abide by the Inter-Agency Standing Committee (IASC)`s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.

  • Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program`s goals on safeguarding implementation.
