Job Responsibilities:
∎ Liaise with superior to make decisions for operational activities and set strategic goals.
∎ Plan and Monitor the Day-to-Day running of activities to ensure smooth progress of overall operations of HCMP.
∎ Plan and facilitate detailed operational plan and delegate responsibilities to carry out plan and Ensure Accountability mechanisms are in place for Community and stakeholder feedback.
∎ Review financial information and reports and adjust operational budgets to promote profitability and Revise and/or formulate policies and promote their implementation.
∎ Promote and implement sound governance principles and the implementation of best practices, capacity building and training for members of the HCMP Operation Team.
∎ Establish and maintain constructive working relationships with other NGO’s, UN agencies, host communities, bilateral and multilateral donors, and other principle stakeholders including the military where present and if necessary.
∎ Ensure smooth and uninterrupted programme activities in the field offices and camps with the support of operations team.
∎ Prepare capacity building plans and performance management systems to develop the requisite competencies in operations team members to ensure ongoing sustainability and quality of all our work.
∎ Ensure effective coordination with RRRC, CiC and others Govt Organizations & officials.
∎ Ensure effective field level coordination with other INGOs, national NGOs, CBOs and local authorities.
∎ Ensure that humanitarian projects are cost effective, efficient and comply with organizational standards of management and accountability.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Additional Requirements:

∎ Have experience managing humanitarian programmes, and an understanding of relevant issues, especially in a conflict setting.
∎ Have a proven record of effective programme and people management skills with strong competencies in team working and partnership.
∎ Have high level of all aspects of managerial experience, including managing multi-million dollar budgets. Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances.
∎ Have experience in managing teams of staff and/or volunteers.
∎ Have experience in building relationships, fostering interagency coordination and experience of representing an organization to external parties.
∎ Have excellent knowledge and experience of M&E and beneficiary accountability systems in large complex programmes.
∎ Have experience in project cycle management including planning, implementation, monitoring and evaluation.
∎ Have excellent knowledge on budget management and budget monitoring.
∎ Have excellent knowledge on cost effectiveness & efficiency in terms of NGO operations.
∎ Have excellent communication skill both in Bengali and English.
∎ Have excellent proficiency in MS word applications.
∎ Have excellent writing, reporting, and analytical skills.
∎ Self-motivation, goal/result-orientation and team work.
