∎ Challenge in the specialization:
∎ The challenge of the job is to stimulate the Country Office to improve their project proposals and financial/ administrative management, to create a financial and managerial sustainable ground for developments
∎ Job purpose: The Head of Finance contributes to the overall success of the organization by effectively managing all financial tasks for the organization.
∎ The Head of Finance reports to the Country Representative and guides the team of the country office and the back donor projects. The Head of Finance works closely with the Project and Finance staff of ICCO`s back donor funded projects, as well as the Program team at the field, country and regional office. The Head of Finance will work closely with the Audit department of the Global Office, the regional Finance and Controls Manager, and with the Finance staff of ICCO`s Cooperation, Act Alliance and other National and International partners.
∎ The Head of Finance will ensure that the ICCO Bangladesh office and programme including the various projects are financially managed in accordance to the relevant donor and ICCO internal rules and regulations and Bangladesh legal statutes. As Head of Finance in the Country Office the Head of Finance is responsible for all financial processes for the Bangladesh Country Office and programme.
∎ The Head of Finance carries out the various accounting functions required in order to provide accurate and timely information to donors, Global and Regional Office, field management and field teams on the financial status of ICCO`s financial status of Bangladesh. This involves organizing and further developing the financial processes required for the projects to function effectively and efficiently as well as managing the finance team, providing coaching, training and technical backstopping as required.
∎ Job Summary: Under the direct supervision of the Country Representative the Head of Finance is responsible for some or all the following key responsibilities.
∎ Working Conditions:
∎ Although this position is Dhaka based position, might be required to field visit to monitor ICCO`s project
∎ Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours .
∎ Any other tasks assigned by the Supervisor from time to time willing to accept.
∎ Yearly renewable the contract based on fund availability and performance.
∎ Key contacts:

Job Responsibilities:
∎ Responsibility # 1: Financial accounting and reporting
∎ Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with Generally Accepted Accounting Principles (GAAP)
∎ Develop, implement, and ensure compliance with internal financial and accounting policies and procedures
∎ Assist the Country Representative with carrying out her supervisory duties related to programme administration.
∎ Establish and maintain a programme wide financial management system
∎ Manage the day-to-day accounting functions of the programme and the country office including, but not limited to:
∎ Reconciling / verifying bank and cash amounts on a regular basis.
∎ Ensuring payments are made in a timely fashion.
∎ Detailing expenditure through monthly expense sheets for all cash accounts.
∎ Preparing the monthly cash needs forecast for the programme and the country office, ensuring that money is transferred between locations in a timely manner and that daily cash needs are met.
∎ Preparing the monthly financial accounts.
∎ Supporting field bases in financial matters, as required.
∎ Contribute to the financial management of signed donor grants.
∎ Monitoring and ensuring the proper planning of financial and other resources
∎ Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash
∎ Monitoring Country Office spending on an on-going (monthly) basis and review monthly results and implement monthly variance reporting
∎ Ensure that ICCO Finance and Procurement Procedures are followed in the Country Office as part of internal control monitoring and manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate
∎ Leads the process of successful audits (country specific; external, internal, ISO, etc.)
∎ Ensure that all statutory requirements of the organization are met including amongst others Income Tax, Goods and Services Tax, Employer Tax
∎ Prepare all supporting information for the annual audit and liaise with the Global Office's (GO) Audit Committee and the external auditors as necessary
∎ Prepare for, manage and support internal and external field financial audits, providing all information required by local legislation, donors, GO or other bodies.
∎ Manage the cash flow and prepare cash flow forecasts in accordance with policy
∎ Oversee the bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable and payroll
∎ Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current legislation
∎ Assist the Global Office and Regional Office with financial reporting as required at Board meeting and the Annual General Meetings and provide management information to Regional / Country / Programme / Project Managers
∎ Develop a network of financial consultants, and auditors in Bangladesh to support these tasks.
∎ Keep abreast of changes in financial regulations and legislation.
∎ Responsibility # 2: Payroll preparation and administration
∎ Oversee all payroll functions to ensure that employees are paid in a timely and accurate manner
∎ Process and submit statutory and benefits remittances on time
∎ Issue annual payroll reports
∎ Responsibility # 3: Budget preparation
∎ Work with Budget holders and GO staff to prepare the country office annual budget and for projects and shared costs, ensuring sound budget planning when project proposals are being drafted and monitor expenditures and depletion on it.
∎ Assist The Country Team with the preparation of budgets for funding applications
∎ Establish guidelines for budget and forecast preparation, and prepare the annual budget in consultation with the RegionalHead and/or Finance Committee
∎ Responsibility # 4
∎ Project management accounting:
∎ Supervise, improve and monitor cost allocation systems of general costs towards programs / projects and document and maintain complete and accurate supporting information for all financial transactions
∎ Where projects are over €1mil the HoF will manage deliverables of Project Finance Manager
∎ Monitoring project spending on an on-going (monthly) basis and review monthly results and implement monthly variance reporting
∎ Maintain financial records for each project in a manner that facilitates management reports
∎ Ensure that accurate and timely financial statements are prepared in accordance with contract agreements with funders
∎ Provide accurate and timely reporting on the financial activity of individual projects
∎ Staff Management:
∎ Manage and oversee the programme finance staff including assisting in recruitment, day-
∎ to-day management, development and training, appraisal, etc.
∎ Provide functional supervision to Country, Project and field Finance Officers.
∎ Information technology:
∎ Evaluate the need for new technology to meet ICCO's financial data processing, control, and reporting requirements
∎ Advise on appropriate technology that meets the ICCO's information requirements and financial resources
∎ Risk management:
∎ Monitor risk management policies and procedures to ensure that program and organizational risks are minimized
∎ Maximize income where possible and appropriate
∎ Negotiate with Bank for lines of credit or other financial services as required and appropriate

Additional Requirements:
∎ Bangladeshi Citizen or having the right to work in Bangladesh.
∎ Minimum 5 years of experience with INGO in overseeing multi-sectors including Accounting and Finance in similar positions.
∎ Experience in dealing with multi-stakeholder programs and strong stakeholder management in a multicultural setting
∎ Experience in successful implementation of a wide range of responsibilities in a prior financial services position
∎ Knowledge of Bangladesh financial and tax regulations
∎ Broad financial management skills to direct financial planning, accounting, internal control
∎ Proven integrity and good character especially in the stewardship of resources, transparency and accountability
∎ Strong verbal and written communication skills in English and Bangla
∎ Working knowledge of accounting and/or financial management software, and MS Office applications.
∎ Preferred:
∎ Qualified or advanced degree in finance related field. Chartered Accountant partly completed will be an advantage
∎ Strong commitment to team management approach, including good managerial, leadership, supervisory, interpersonal and negotiating skills
