∎ Bachelor’s/Master’s degree from any discipline. (IT enable degrees are preferable).
∎ 08–10 years of professional experience with at least 2 years in a leadership role involving government or public sector projects.
∎ Proven track record of managing large-scale e-government or digital transformation programs.
∎ Experience working with international donors, government ministries, or development partners is an asset.
∎ Strong leadership and people management skills.
∎ Excellent understanding of government functioning, procurement processes, and digital public infrastructure.
∎ Strategic mindset with ability to translate policy objectives into actionable programs.
∎ Excellent communication, negotiation, and stakeholder engagement skills.
∎ Budgeting, project management, and risk mitigation expertise.
∎ Deep knowledge of emerging technologies in governance – AI, data analytics, digital identity, etc.

∎ Lead the overall strategy, planning, and implementation of digital governance projects.
∎ Build and maintain relationships with key government stakeholders at national and regional levels.
∎ Oversee project lifecycles from conception to rollout, ensuring timely and quality delivery.
∎ Prepare and manage large-scale project documentation, RFPs, contracts, proposal submissions and reports for stakeholders.
∎ Collaborate with internal departments including product development, marketing, legal, and finance.
∎ Guide the development of digital platforms and ICT infrastructure aligned with government mandates.
∎ Ensure compliance with government policies, cybersecurity regulations, and data privacy standards.
∎ Lead, mentor, and grow a high-performing multidisciplinary team.
∎ Monitor KPIs and impact metrics, producing reports and insights for internal and government use.
∎ Provide presentation on behalf of the organization in public forums, conferences, and inter-agency committees.
