• At least 3 years of experience in the environmental sector.
• Experience in a technical position within NGO/INGO/donor-funded projects is preferred.
• Hands-on experience in preparing and implementing Environmental and Social Management Plans (ESMP).
• Experience working with local government institutions.
• Successful record in obtaining DoE (Department of Environment) clearance.
• Knowledge of the plastic recycling sector.
• Expertise in interpreting soil test reports, architectural and structural drawings.
• Proficiency in preparing Bill of Quantities (BoQ) for construction works in a standard format.
• Strong knowledge in environmental monitoring related to resources, energy, water, wastewater, waste management, and air emissions.
• Field experience in environmental management (IEE, EIA, ESMP) and RECP implementation.
• Familiarity with environmental laws and policies in Bangladesh.
• Experience in delivering training and raising awareness on Occupational Health and Safety (OHS) and environmental management.
• Strong interpersonal and communication skills.
• Proficient in computer applications (MS Office suite, typing in English and Bangla, AutoCAD).

About the Project:

The project, "Formalization of Plastic Recycling Value Chain by forming Recycling Business Units in Bangladesh," is part of the South Asia Co-operative Environment Programme (SACEP) under the Plastic Free Rivers and Seas for South Asia (PLEASE) initiative. It aims to reduce plastic waste by establishing Recycling Business Units (RBUs) across Bangladesh.

Job Responsibility:

• Develop and implement project-specific Environmental and Social Management Plans (ESMP).
• Guide consultants in the preparation and finalization of ESMP reports.
• Review and validate soil test reports, structural, and architectural drawings for recycling facilities.
• Evaluate machinery performance and prepare technical reports.
• Develop estimations and Bill of Quantities (BoQ) in standard formats for construction activities.
• Conduct regular field visits to ensure ESMP practices are implemented effectively.
• Prepare and submit environmental monitoring and safeguard reports.
• Maintain liaison with the Department of Environment (DoE) to ensure timely clearance and compliance with regulations.
• Prepare and maintain records for DoE clearance processes and other environmental compliance requirements.
• Maintain effective communication and coordination with local government institutions (LGI), the Department of Fire Service and Civil Defense (FSCD), the Directorate of Inspection for Factories and Establishments (DIFE), Bangladesh Investment Development Authority (BIDA), and other relevant stakeholders.
• Conduct training sessions for project staff and stakeholders on environmental management, ESMP implementation, climate vulnerability, and Occupational Health and Safety (OHS).
• Raise awareness among stakeholders about environmental sustainability and compliance.
• Ensure proper documentation of all environmental and social safeguard activities.
• Support the project management team in planning, monitoring, and supervising project activities.
• Work closely with internal teams (technical, M&E, communication, finance, procurement) to ensure seamless project execution.
• Provide technical guidance to sub-awardees and monitor their environmental practices.
• Perform additional responsibilities.
