Master's degree in public health, international development, statistics, epidemiology, population sciences, or related degree with an emphasis on advanced data analysis, statistics, or research methods;
Minimum of 10 years of relevant experience working in developing country settings in international health projects in a technical capacity, preferably at least 5 years with U.S. Government-funded projects;
Previous experience in the implementation of health or development programs in in rural, hard-to-reach, and/or fragile settings in Bangladesh, and demonstrated experience working with the Ministry of Health and Family Welfare (MOHFW) or other diverse local health authorities (e.g., CHT Board, Tea Garden authorities) Bangladesh and/or the South Asia region is a strong advantage.
Demonstrated expertise in managing and technically guiding research collaborations or partnerships to leverage routine program data for strategic planning and decision support.
Demonstrated applied skills in MEL methods and use of data for service strengthening projects/programs;
Demonstrated leadership working with other technical experts in MEL and research in the international community and at the host country level;
Ability to tailor data collection approaches to local needs, interests, and capabilities;
Ability to convey MEL results to non-technical stakeholders and generate interest in the use of MEL data/results for programmatic improvements;
Strong managerial and supervisory experience required;
Exceptional communication skills, particularly on data, in written and spoken English required. Fluency in Bangla preferred.

MIHR’s objective is to save lives, through increased access to high quality MNCH-Nutrition life-saving interventions, strengthening partnership with local organizations and through improved adaptive management to prevent, detect and respond to health emergencies. MIHR focuses on equipping health institutions and frontline workers with the skills, tools, and resources to sustainably address the leading causes of maternal and child deaths. This approach directly contributes to the America First Global Health Strategy making America safer, stronger and prosperous across the globe, in the short, intermediate and longer terms.
In Bangladesh, MIHR will support the Government of Bangladesh (GOB) to deliver and strengthen life-saving MNCH and nutrition services in Cox’s Bazar host communities and in the Chittagong Hill Tracts (CHT), two regions with some of the country’s most vulnerable populations. In this part of the country, health systems are overstretched by geographic isolation and difficult terrain, shortages of skilled health providers, cultural and linguistic barriers, and the protracted humanitarian crisis in Cox’s Bazar.
Job Summary
The Director of Monitoring, Evaluation, and Information Systems is a full-time position with the MOMENTUM Integrated Health Resilience (MIHR) Activity in Dhaka, Bangladesh. The Director of Monitoring, Evaluation, and Information Systems will be responsible for coordinating the development of a performance management plan, including performance-monitoring criteria and ensuring continuous monitoring of Activity progress. Primary responsibilities also include organizing and coordinating data collection and analysis, and interpreting and reporting on Activity results to key stakeholders. Evaluation and monitoring activities will be designed to enable program managers in the field to identify problems and their causes, and improve overall program performance. The Director of Monitoring, Evaluation, and Information Systems is a member of the Senior Management Team of the project and reports to the Chief of Party. Responsibilities shall include the overall coordination of MEL program implementation activities conducted alongside the technical team, in order to strengthen systems to deliver equitable, quality, integrated local level public health services, ensuring the MEL approach is adapted for fragile settings, vulnerable populations, and diverse implementation environments under the Ministry of Health and Family Welfare (MOHFW), the CHT Board, and other local authorities.
Primary Responsibilities & Duties
Design and implement a comprehensive M&E framework for program, including the development of a MEL plan, Theory of Change, Quality Assurance Surveillance Plan, etc.;
Establish and monitor defined M&E indicators; ensure data is reviewed and utilized throughout program implementation and provided to senior management team for CLA approaches;
Determine M&E functional responsibilities within the Activity team and data management responsibilities are supported at district health offices for improved reporting and data comprehension;
Connect data systems, strategies, and platforms with the national HMIS, ensuring alignment with MOHFW data reporting requirements and working closely with district-level health offices;
Serve as the primary liaison with the MIHR research partner, providing technical oversight and ensuring the effective utilization of routine HMIS data for high-level planning, projections, and data-driven decision-making by local health managers.
Serve as the focal point for M&E and devise strategies with the technical and communication team to ensure consistency in the use of data and quality reporting;
Maintain Activity reporting systems to routinely collect and analyze information on inputs, outputs, outcomes and impact to ensure cost-effectiveness of select interventions;
Support subcontractors, potential grantees, private sector, and local government partners to identify, monitor, and report high quality data, ensuring timely submissions;
Design M&E approaches and strategies for improved reporting at the district hospital and facility levels;
Work with the COP to devise strategies to increase support for interventions and improve the enabling environment to operate local level public health systems;
Work as part of the Senior Management Team, supporting the Activity’s strategic vision, ensuring collaboration between functional areas, and supporting effective implementation of activities;
Review and synthesize data with the technical team for strategic information thinking behind reports and all technical deliverables.
