Responsibilities & Context:

Job Purpose

The Cluster Coordinator will be responsible for coordinating, supervising, and monitoring programme activities within assigned cluster areas. The role will ensure proper implementation of field-level activities, coordination with Upazila teams, training centers, employers, entrepreneurs, local stakeholders, and community groups. The position requires strong field coordination, people management, documentation, reporting, and problem-solving skills.

Key Responsibilities

Programme Implementation and Field Coordination

  • Coordinate and supervise all project activities within the assigned cluster area according to the approved work plan, targets, timeline, and organizational guidelines.

  • Ensure smooth implementation of youth development, skills training, climate awareness, job placement, and entrepreneurship development activities at field level.

  • Guide and support Upazila-level teams, Community Mobilizers, Trainers, Enterprise Development Officers, Job Placement Officers, and other field staff as required.

  • Prepare monthly, quarterly, and activity-wise field plans and ensure timely execution of planned activities.

  • Monitor field progress against targets and take necessary follow-up actions to address gaps or delays.

Participant Mobilization and Training Support

  • Supervise participant identification, screening, selection, enrollment, and mobilization processes in assigned cluster areas.

  • Ensure that selected participants meet the project criteria and that proper documentation is maintained.

  • Coordinate with training centers, trainers, community leaders, youth groups, local institutions, and relevant stakeholders to ensure quality training implementation.

  • Monitor training attendance, session delivery, learning progress, participant feedback, and training completion status.

  • Support field teams to reduce dropout rates and ensure active participation of youth, women, and marginalized groups.

Job Placement and Entrepreneurship Development

  • Coordinate with employers, local businesses, industries, service providers, and private sector actors to support job placement opportunities for trained youth.

  • Support field teams in tracking job placement status, employment retention, income progress, and employer feedback.

  • Assist entrepreneurship development activities, including business idea screening, enterprise support, market linkage, mentoring, and follow-up with young entrepreneurs.

  • Facilitate linkage with local markets, financial institutions, government services, business associations, and relevant support organizations.

  • Collect and verify job placement and entrepreneurship-related documents, evidence, and success stories from the field.

Climate and Community Engagement

  • Support the implementation of climate awareness, community engagement, and climate-resilient livelihood activities within assigned cluster areas.

  • Coordinate with local stakeholders, community groups, youth volunteers, schools, training centers, and local government representatives for awareness and mobilization activities.

  • Ensure climate-related messages, activities, and community sessions are conducted properly and documented accurately.

  • Identify local climate challenges, community needs, and potential opportunities for climate-resilient livelihood or enterprise development.

Team Supervision and Capacity Building

  • Provide regular guidance, mentoring, and supervision to field-level staff within the assigned cluster.

  • Conduct regular team meetings to review progress, identify challenges, and plan corrective actions.

  • Support capacity building of field staff on mobilization, documentation, reporting, data collection, participant tracking, and stakeholder communication.

  • Ensure that field teams follow organizational policies, project guidelines, safeguarding standards, and professional conduct.

  • Assist management in assessing field staff performance and identifying support needs.

Monitoring, Documentation and Reporting

  • Monitor project activities through regular field visits, observation, data verification, and review of field records.

  • Prepare field visit reports, activity reports, monthly progress reports, case stories, success stories, and cluster-level updates.

  • Maintain proper documentation of participant lists, attendance sheets, training records, placement records, enterprise follow-up documents, photographs, meeting minutes, and stakeholder communication.

  • Ensure timely submission of accurate data and reports to the Programme Team and management.

  • Use spreadsheets, MIS, dashboards, mobile data collection tools, or project tracking formats as required by the organization.

  • Identify implementation challenges, risks, field-level gaps, and lessons learned, and report them with practical recommendations.

Stakeholder and Partnership Coordination

  • Maintain regular coordination with local government offices, training institutions, employers, community leaders, youth groups, NGOs, private sector actors, and other relevant stakeholders.

  • Support partnership development at cluster level for training, job placement, entrepreneurship development, community engagement, and climate-related activities.

  • Represent The Earth Society professionally in field-level meetings, coordination sessions, community events, and stakeholder consultations.

  • Prepare stakeholder mapping, meeting notes, follow-up trackers, and coordination updates as required.

Administrative and Operational Support

  • Support logistics and operational arrangements for training, meetings, workshops, field visits, community sessions, and project events.

  • Coordinate with the procurement, finance, admin, and programme teams for field-level operational requirements.

  • Ensure proper use, tracking, and documentation of project resources, materials, and field assets.

  • Support financial documentation by collecting bills, vouchers, attendance records, and supporting documents from field activities when required.

  • Perform any other relevant tasks assigned by the supervisor or management.
