Responsibilities & Context:

Anando (Promotion of Culture and Youth Resource Development) is a non-government, non-political and non-profitable national organization, established in 1997 and its mission is to strive for culture of development and peace through integrated development approach, which enables individuals and communities to become self-reliant. Anando is inviting application for the Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT) Project of Cox’s Bazar financial supported by Foreign, Commonwealth & Development Office (FCDO) and Fund Managed by BRAC.

Name of Project: Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT)
Project Context: SHIFT will deliver integrated, inclusive and sustainable WASH services across targeted Rohingya camps in Teknaf and Ukhiya and host communities in the assigned area. The project will priorities operation, maintenance and upgrading of existing water supply, sanitation, bathing, solid waste and fecal sludge management infrastructure, while ensuring disability-friendly access and WASH Sector compliance. It will strengthen water quality monitoring, community-led FRC checks, hygiene promotion, MHM support, WASH NFI distribution and accountability through a harmonized CFM. By promoting 3R-based waste management, MRF operations, tri-composting, local production of MHM kits and soap, and community ownership, SHIFT will enhance local resilience and localization.
Objectives of the position: The Project Manager provides overall leadership, technical oversight, and project management to ensure timely, quality, and compliant implementation of all WASH activities in line with ANANDO, FCDO and BRAC requirements. The role guides planning, coordination, budget monitoring, risk management, reporting, partner engagement, safeguarding, accountability, and team performance to achieve project objectives effectively, efficiently, transparently and sustainably for affected communities served.
Job Description / Responsibility

  • Lead the overall planning, implementation, monitoring, and close-out of the project in accordance with the approved project document, work plan, budget, and donor requirements.

  • Develop and oversee the implementation of annual work plans, procurement plans, monitoring plans, and project schedules.

  • Ensure project activities are delivered on time, within budget, and to the required quality standards.

  • Manage project resources efficiently and ensure value for money in all project interventions.

  • Monitor project progress against approved indicators, targets, and results, and take timely corrective actions when required.

  • Identify project risks and challenges, develop mitigation measures, and ensure effective risk management throughout the project cycle.

  • Manage the project budget, monitor expenditure, review forecasts, and ensure compliance with approved financial plans.

  • Ensure compliance with organizational policies, donor requirements, WASH Sector standards, Sphere Standards, and applicable government regulations.

  • Lead and supervise the project team, ensuring effective staff performance, capacity building, coaching, and professional development.

  • Ensure the quality of water supply, sanitation, hygiene promotion, community engagement, and other project activities.

  • Oversee procurement, logistics, and administrative processes to ensure timely implementation of project activities.

  • Ensure accurate documentation and effective records management in accordance with organizational and donor requirements.

  • Lead the preparation and timely submission of high-quality narrative reports, presentations, and other project documents.

  • Ensure accurate and timely reporting to the Program Director, donor, and relevant stakeholders.

  • Maintain effective coordination with BRAC, the Camp-in-Charge (CiC), RRRC, WASH Sector partners, government authorities, UN agencies, consortium partners, and other stakeholders.

  • Represent the organization in coordination meetings, technical working groups, and other relevant forums.

  • Promote community engagement, localization, and Accountability to Affected Populations (AAP) throughout the project cycle.

  • Ensure effective implementation of the Community Feedback and Response Mechanism (CFRM) and timely resolution of community feedback and complaints.

  • Facilitate donor visits, monitoring missions, evaluations, audits, and external assessments, and ensure timely follow-up on recommendations.

  • Promote gender equality, disability inclusion, environmental sustainability, conflict-sensitive programming, and protection mainstreaming across all project activities.

  • Ensure the safety, dignity, and well-being of staff, volunteers, contractors, and community members by preventing abuse, neglect, harassment, exploitation, and discrimination.

  • Promote and enforce organizational Safeguarding, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), Child Protection, and Code of Conduct policies.

  • Ensure all safeguarding concerns are reported promptly through the approved reporting mechanisms and managed in accordance with organizational procedures.

  • Perform any other duties assigned by the Program Director.
