The HR & Compliance Manager is responsible for managing all HR, Industrial Relations (IR), and Compliance functions in accordance with Bangladesh Export Processing Zones Authority (BEPZA) rules, Bangladesh Labor Law (where applicable), Bangladesh EPZ Labour Rules, 2022 and buyer compliance standards. The role ensures smooth factory operations, legal compliance, and a safe working environment.
Manage recruitment, selection, and onboarding of workers and staff
Maintain personal files, employee database, and documentation as per BEPZA requirements
Develop and implement HR policies aligned with EPZ regulations
Handle employee grievances, counseling, and disciplinary actions
Ensure accurate payroll processing (salary, OT, bonus, leave encashment)
Ensure wages, OT, and benefits comply with BEPZA instructions
Monitor attendance, leave, absenteeism, and shift management
Handle final settlement, resignation, and termination processes
Ensure full compliance with BEPZA rules, instructions, and circulars
Maintain statutory registers, forms, and records as per EPZ requirements
Coordinate with BEPZA officials for inspections, permissions, and reporting
Prepare and submit required reports to BEPZA authority
Ensure compliance with company code of conduct and policies
Maintain sound worker-management relationships
Handle Worker Welfare Committee (WWC) matters as per BEPZA guidelines
Conduct disciplinary hearings and ensure proper documentation
Address worker complaints, disputes, and conflict resolution
Ensure compliance with EPZ safety standards and regulations
Monitor fire safety, electrical safety, and emergency exits
Organize fire drills and safety training programs
Coordinate with safety committees and ensure risk mitigation
Ensure compliance with international buyer standards.
Prepare for social compliance audits and inspections
Develop and implement Corrective Action Plans (CAP)
Maintain audit reports and follow-up documentation
Conduct orientation programs for new employees
Arrange compliance, safety, and skill development training
Develop awareness programs on labor rights and workplace ethics
Supervise administrative functions (transport, canteen, accommodation if applicable)
Manage security operations and access control systems
Ensure discipline and proper workplace environment
Bachelor’s / Master’s degree in HRM, Management, or related field
Certification in Compliance / Labor Law / Safety will be an advantage
Minimum 5–8 years of experience in HR & Compliance
At least 3 years in EPZ factory environment
Strong experience in BEPZA compliance and audit handling
Strong knowledge of BEPZA rules, instructions, and compliance requirements
Excellent leadership and team management skills
Strong communication (Bangla & English)
Audit handling and documentation expertise
Conflict resolution and negotiation skills
Ability to work under pressure and meet deadlines
Strong integrity and ethical standards
Good reporting and analytical skills
