∎ The Opportunity:
∎ As a senior member of the PDQ/ Evidence & Leaning team, the Deputy Director- MEAL will lead in designing and implementing a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system in all projects and programmes according to SCI Quality Framework under the guidance of Director- Evidence and Learning. S/he will support programme design incorporating all MEAL components to ensure programme quality and draw lessons learned to contribute to the development and delivery of high-quality programme for children in Bangladesh.
∎ Contract length: Regular
Job Responsibilities:
∎ Support the programme development and planning process and provide technical leadership and inputs to logical framework/Results Framework.
∎ Ensure that projects have a robust MEAL plan and track, document, and display where the programme stands with regard to its indicators and shows progress achieved towards the indicator targets.
∎ Lead in designing the Progress towards achieving Project level target linked to County Strategy plan monitoring mechanism and provide technical support to Projects and sectors in implementing this mechanism
∎ Support MEAL Senior/Managers for ensuring robust accountability mechanisms are in place and functioning effectively in all programmes (in line with CHS-Core Humanitarian Standard) with special focus on gender, age and diversity of those giving feedback.
∎ Coordinate with Senior Manager Research, Learning & Knowledge, MEAL team and programme team to ensure that lessons learned from Monitoring, and Evaluation initiatives are properly documented and are incorporated into project implementation and design.
∎ Through the robust MEAL system and implementation, support building evidence base for the organisation, in line with learning agenda, on what works for children.
∎ Provide leadership to the Programme/Sector level MEAL team, including team cohesion and team building and an enabling environment where staff can develop to their full potential.
Additional Requirements:
∎ At least 9 years' experience in monitoring & evaluation, proven track record [5 years + in leadership positions] of developing, implementing, and reviewing MEAL systems/strategies at senior level for both development and humanitarian contexts.
∎ Solid work experience in monitoring and learning systems, including those of "knowledge management" leading to evidence generation and update
∎ Previous experience of successfully implementing CSP progress monitoring and Outcome Level Monitoring at Country/Sector Level.
∎ Solid understanding of quantitative and qualitative monitoring and evaluation methodologies, including skills in analysis, documentation, and presentation of complex data/information.
∎ Experience in designing and implementing Technology based MEAL system/processes.
∎ Experience of conducting and/or commissioning evaluations.
∎ Good analytical skills, effective negotiator, with the ability to proactively influence cross sectoral and departmental buy-in.
∎ Ability to analyse information, evaluate options and to think and plan strategically.
∎ Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication.
∎ Proven capacity to manage team and also train and coach staff.
∎ Fluency in written and spoken in English
∎ Should be proficient in computer operation, particularly, in R/SPSS, MS-Excel, and MS-PowerPoint
