∎ ICITAP Bangladesh- Countering Wildlife Trafficking Program Coordinator:
∎ In collaboration with USAID, the Criminal Division`s International Criminal Investigative Training and Assistance Program (ICITAP). Bangladesh initiated Counter Wildlife Trafficking (CWT) project to build capacity amongst law enforcement agencies, forest department and the judiciary to strengthen their interagency capacity, improve collaborative enforcement actions, and increase the capacity of the Government of Bangladesh to investigate, prosecute and adjudicate wildlife crime cases. To this end ICITAP will provide training and technical assistance on capacity building workshops for various stakeholders involved in investigation, enforcement and prosecution including the Forest Department, Police, Customs officials, public prosecutors, judiciary etc.
∎ The incumbent acts as the subject specialist to ICITAP`s CWT project and provide advice to the Countering Wildlife Trafficking Advisor on all policy, planning and development matters regarding the project. S/he provides assistance and advice to the CWT Advisor in the implementation of the program goals and objectives strictly in compliance with USG policy, procedures and standards. S/he acts as a liaison between USG and GOB counterparts to ensure efficiency in project implementation. S/he utilizes continuous process improvement techniques through effective monitoring, evaluation and impact assessments for sustainable development of the program. S/he maintains good knowledge of wildlife preservation act, policies, procedures and documentation in order to anticipate and plan for impact upon program goals and enforcement training.

Job Responsibilities:
∎ Advisory Roles:
∎ Provides expert advice to the American advisor regarding the policies, procedures and the steps needed to be taken by ICITAP Bangladesh to obtain program goals and objectives. Explores alternatives and recommends procedures/approaches that will prevent/resolve problems, improve program effectiveness and/or improve administration. Being a specialist on CWT programs, s/he consults and coordinates with GOB partners of law enforcement agencies, forest department and prosecutors at the national and regional level, as well as other government and civil stakeholders participating in CWT program and serves as a technical consultant to the training commanders and administrators.
∎ Program Planning & Implementation:
∎ Provides relevant technical guidance as well as administrative and financial oversight of CWT program. Leads the design and implementation of CWT programs to ensure an effective array of activities to combat wildlife trafficking in Bangladesh.
∎ Plans and schedules training activities in a manner that allows the program to complete projects within the established deadlines. Develops contingency plans to handle potential problems, preventing missed deadlines under most circumstances or requests extensions sufficiently in advance of "due date" to mitigate repercussions to alter priorities. Identifies and offers a means to evaluate underlying causes of problems.
∎ Prepares monthly plans for logistics, housing, transportation, supplies and international support necessary to accommodate training/ workshops annually conducted by contract instructors. Oversees progressof all activities of CWT projects.
∎ In collaboration with the relevant consortium partners, conducts needs assessments amongst relevant criminal justice system officials relevant to awareness and management of the illegal wildlife trade.
∎ In collaboration with relevant consortium members, develops wildlife trafficking awareness program based on the outcomes of the needs assessments.
∎ Identifies the activities of, and monitors GOB subject matter experts. Analyzes and interprets local, regional and national trends of wildlife crimes, responses of law enforcement agencies, criminal justice practices and economic issues; analyzes the impact of legislation and judicial decisions and provides insights on proposed legislation. Consults with government agencies and relevant organizations to identify wildlife trafficking information gaps. Develops a research methodology for gathering information on wildlife trafficking. S/he analyzes operational and administrative problems in order to implement effective courses of action.
∎ Assists in the management of complex activities as part of ICITAP's CWT initiatives in Rajshahi, Chittagong and Khulna.
∎ Establishes and implements internal policies and procedures related to law enforcement programs, training logistics; develops and implements reporting standards, coordinates and directs reporting activities from Bangladeshi agencies participating in CWT program. Reviews, conducts research and recommends changes to operations and practices.
∎ Conducts training institution financial audit functions to ensure that expenditures are legitimate and appropriately documented and that standards for utilization of training funds and provided equipment as set forth in MOUs are strictly adhered to.
∎ Monitoring, Evaluation & Impact Assessment:
∎ Monitors and evaluates this program in a systematic fashion and will develop a Monitoring, Evaluation and Learning (MEL) Plan as required by USAID. The Plan will adopt custom and/or standard indicators and include at least one (1) standard gender indicator. Prepares bi-weekly, monthly quarterly and annual Activity Progress Reports and financial records. Develops, distributes, monitors and modifies ICITAP reporting systems for various GOB partners. Produces key concept papers and distributes various publications (e.g., training reports, manuals, training calendar schedule, workbooks, instructional guides, informative research papers, and annual reports, etc.).

∎ Designs and applies evaluation techniques and proficiency testing methods that measure the effectiveness of CWT program. Directs the design and distribution of surveys, interviews and questionnaires relevant to CWT program responsibilities. Develops and implements information systems for the prioritization and tracking of all training activities and ensures data entered is accurate and completed in a timely manner. Coordinates ICITAP Embassy office's audit functions and work closely with ICITAP Embassy officials in preparing and monitoring budget portfolio valued over $5M; monitoring and validating expenditures; analyzing data and statistics to ensure unit goals are being met and forecasting future needs and assists ICITAP in fulfilling its financial mission. Manages project fund cite routinely and shares updated status with American Advisor and ICITAP Embassy officials.
∎ Administrative Functions:
∎ Provides administrative support in the implementation of CWT training program. This support includes arranging logistics for training/ workshops; translating course curriculum; preparing class materials, checklists. Maintains training, equipment records through timely data entry of information, conducts inventories. Works closely with ICITAP Embassy office to ensure that all rules pertaining to Leahy vetting are adhered to; collection of participant nominations from relevant GOB agencies, entering of data into the vetting spreadsheet, timely submission of names to ensure lists are cleared prior to the commencement of training, maintaining all Leahy documents, frequent updating of vetted personnel, and ensuring re-submission prior to expiration of clearances. Draft letters and other correspondences. Resolves day to day problems in coordination with ICITAP Embassy office furnishing training related procurements, analyzes agency's resource constraints and provides recommendations to supervisors. Performs variety of other tasks as assigned from time to time by the supervisor and ICITAP management.

Additional Requirements:
∎ At least six years of experience in program management, planning and implementation in the field of criminal, civil, or administrative function in international development projects.
∎ Fluency and excellent reading/writing/speaking skills in both English and Bangla is required to cross translate verbal and written communications; English to Bangla and Bangla to English.
∎ Good working knowledge of and be able to interpret a myriad of GOB policies. Interpretation of legislation, policies and standard operating procedures (SOP's) and analysis of the impact on law enforcement training needs is a necessity.
∎ Expertise to prepare comprehensive reports, formulate concepts and statistical analysis and data collection in appropriate formats, which have high organizational impact.
∎ Good interpersonal skills and ability to work effectively as part of a team, with respect for and sensitivity to multi-cultural approaches;
∎ Advanced computer skills required. Must be able to produce complex computer tasks in MS Word, MS Excel, MS PowerPoint. Will be expected to operate multimedia equipment and to troubleshoot minor computer and multimedia malfunctions during training.
∎ A willingness and ability to travel at the project locations.
∎ Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities meeting deadlines.
