    • Masters
  • Bachelor's Degree in Civil Engineering, Law, Quantity Surveying, or a closely related discipline from a recognized university.

  • A Master's Degree in Construction Law, Contract Management, or Project Management is preferred.

  • Professional certifications such as PMP, MCIArb, MRICS, FIDIC Contracts Certification, or equivalent are highly advantageous.

  • 15-20 years of working experience in the relevant field

Additional Requirements:

  • Demonstrated experience on at least two major foreign-funded projects in Bangladesh (ADB, World Bank, JICA, AIIB, or similar) as a Contract Specialist/Contract Manager.

  • Prior experience on PPP projects, concession agreements, or government-to-private sector frameworks is essential.

  • Experience dealing directly with RHD or BNBRA is strongly preferred.



Responsibilities & Context:
  • Lead the end-to-end management of contractual claims, ensuring full compliance with FIDIC and PPP contract requirements.

  • Review and assess all claims, notices, and contractual correspondence for validity, compliance, and contractual entitlement.

  • Evaluate Extension of Time (EOT), variation, delay, disruption, and prolongation cost claims with technical and commercial expertise.

  • Support and represent the Employer in negotiations, DAB proceedings, mediation, and international arbitration processes.

  • Establish and maintain a robust project evidence and records management system for effective claim defense and dispute resolution.

  • Coordinate and manage insurance claims related to force majeure events, damages, and project losses.

  • Identify emerging contractual risks and disputes early, and provide strategic mitigation recommendations to management.

  • Provide contractual and claims advisory support during high-level meetings with RHD, government authorities, and contractors.

  • Collaborate with construction, legal, commercial, and finance teams to align contractual, financial, and project delivery objectives.

  • Facilitate timely Employer approvals, instructions, and coordination with government stakeholders to minimize contractual bottlenecks.

  • Lead and manage the contract and claims management team, ensuring high-quality and timely contractual support services.

  • Advise senior management on claim strategies, contractual exposure, dispute resolution, and commercial risk management.
