Job Context:

∎ Job Type: Temporary fixed term (Till 31st October 2020)

Job Responsibilities:
∎ Responsible for leading, influencing, effectively planning, supervising, coordinating, and facilitating scale-up of the emergency response agenda for Humanitarian/cash-based programming preparedness and response working closely with partners, CSOs/CBOs, government actors, UN, INGOs and the private sector. The job entails building and maintaining an effective team and suitable enabling environment for the delivery of project results in close link with the Oxfam Country Strategy, and the Global project outcomes
∎ Essential:
∎ At least 5 years' experience on Humanitarian/cash-based programming with International NGOs having post-graduation in the relevant subject.
∎ A clear understanding of the project cycle management and role of a senior manager who can provide strategic leadership at the local and national level partnership.
∎ Strong understanding of cash transfer programming in early recovery project for immediate food security, livelihood resumption and other basic needs.
∎ Strong commitment to accountability, social justice, promoting gender awareness and equality.
∎ Good communicator in English- both written and oral as well as a good listener.
∎ Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
∎ Proven record of successfully managing complex relations, including matrix management of several posts that do not directly report to the candidate
∎ Ability to manage stress, multi-task and take decisions
∎ Knowledge to manage a complex situation with a sensitive manner also without influence by emotional expression and behaviour.
∎ Good communication, facilitation and representation skills.
∎ Understanding of advocacy, campaigning and communications and how they contribute to achieving programme goals.
∎ Excellent English vocabulary and writing skills with strong computer literacy
∎ Strong experience in monitoring and evaluation of complex projects
∎ Working experience with ECHO funded project will be an added value
∎ Able to work with minimum supervision and provide solutions to problems as they arise
∎ Desirable:
∎ Demonstrates the ability to identify and implement opportunities for innovation.
∎ Proven ability to develop and manage institutional relationships
∎ Ability to abide with the organisational norms, policies, values and system
∎ Some experience in providing advisory support to both senior managers and programme staff and good ability to facilitate learning and knowledge management.

Salary:
∎ BDT. 17,22,303 gross per annum (13 months) with other benefits e.g. medical for spouse and children, contributory Provident fund, gratuity, leave & Insurance etc
