Education:

The Chief Regulatory Officer must have in-depth knowledge and experience of Capital Market operations and at least any of the following educational qualification and professional experience:

  • At least Bachelor in business, economics or law including not less than 10 (ten) years management experience;

  • Professional designation like CFA, CA, CMA, CS, CPA etc., including not less than 10 (ten) years professional experience.

Dhaka Stock Exchange PLC. (DSE) the premier stock exchange of the country is inviting applications from qualified and experienced professionals for the position of Chief Regulatory Officer (CRO).

The CRO will lead the Regulatory Affairs Division (RAD) of the Exchange and will be responsible for overseeing and ensuring compliance with all applicable securities laws, rules, and regulations. The ideal candidate must demonstrate strong leadership, integrity, and in-depth knowledge of the regulatory framework governing capital markets in Bangladesh.

A tech-savvy mindset with a solid understanding of RegTech solutions, data analytics, and the ability to work collaboratively with IT teams to integrate technology-enabled controls into regulatory processes is essential for this position.

Key Responsibilities:

  • Head the Regulatory Affairs Division (RAD) and oversee the efficient functioning of the division in accordance with the terms of reference approved by the Board.

  • Liaise between the Exchange and BSEC on regulatory affairs.

  • Responsible for securing surveillance of market activities and information technology relating to surveillance.

  • Represent the Exchange in respect of all external investigations, law enforcement, prosecution agencies and courts of law and related matters.

Important Information:

  • Tenure: The appointment will be on a contractual basis for up to three years, renewable subject to performance.

  • Reporting: Shall report directly to the Regulatory Affairs Committee (RAC) of the Board but will also have an administrative reporting to the MD/CEO.

  • Restrictions: CRO must not be a connected person with the MD/CEO, TREC holders and the strategic investor(s), or any financial institution holding more than 5% of the shares of the DSE. CRO and his/her family member(s) shall not be engaged in any investment activity with reference to the shares of the Exchange or any listed company.

  • Compensation: An attractive and competitive compensation package will be offered, commensurate with qualifications and experience.
