  • Minimum 6 years of progressive experience in organizational development, HR strategy, or talent management;

  • Demonstrated hands-on experience in at least four of the following: OD diagnostics, competency frameworks, succession planning, HiPo programmes, change management, or culture transformation;

  • Strong understanding of organizational behavior, job design principles, and human capital strategy;

  • Proven ability to design and facilitate workshops, focus groups, and organizational interventions;

  • Proficiency in MS Office (Excel, Word, PowerPoint); familiarity with HRIS platforms is an advantage;

  • Excellent written and verbal communication skills in both English and Bengali;

  • Strong analytical and diagnostic thinking with the ability to translate data into organizational insights;

  • High standards of integrity, confidentiality, and professional ethics.

  • Additional Qualification:

  • Professional certification in OD, HR, or change is strongly preferred;

  • Experience in designing or implementing employer branding strategies is an added advantage;

  • Knowledge of psychometric assessment tools and organizational survey methodologies is desirable.

Dhaka Stock Exchange PLC. (DSE), the premier stock exchange of Bangladesh, invites applications for the position of Organization Development Specialist within its Human Resources Department. DSE is seeking a forward-thinking, people-centred and strategically capable professional to design and drive organizational development initiatives that align DSE's human capital with its long-term institutional goals.

The Organization Development Specialist will play a pivotal role in building organizational effectiveness from diagnosing structural and cultural gaps to designing competency frameworks, nurturing high-potential talent, and leading change management initiatives. This is a rare opportunity for an Organization Development practitioner to shape the people architecture of one of Bangladesh's most vital financial institutions.

Major Roles/Responsibilities:

Organization Structure:

  • Review, design, and maintain DSE's organizational structure to ensure alignment with strategic objectives and operational efficiency;

  • Analyze reporting lines, role clarity, span of control, and layering to recommend structural improvements;

  • Develop and update organograms, job architecture frameworks and grading structures in line with best practices.

Competency Analysis:

  • Design and implement a competency framework aligned to DSE's strategic priorities and functional requirements;

  • Conduct competency gap analyses across roles and levels to identify development needs and inform talent decisions;

  • Integrate competency standards into recruitment, performance management and learning & development processes.

High Potential (HiPo) Program:

  • Identify, assess and nurture high-potential employees through structured development programmes;

  • Design and manage HiPo assessment criteria, development tracks and engagement initiatives;

  • Monitor HiPo progress and provide periodic reports on talent pipeline health CHRO/Head of HR.

Succession Planning:

  • Develop and maintain a robust succession planning framework for critical and leadership roles across DSE;

  • Map talent readiness levels and create individual development plans (IDPs) for identified successors;

  • Collaborate with department heads to ensure continuity of key roles and institutional knowledge.

Change Management:

  • Lead and support organizational change initiatives, ensuring smooth transitions and minimal disruption to operations;

  • Design change management plans including stakeholder engagement, communication strategies and impact assessments;

  • Build change readiness and resilience across the organization through structured interventions and awareness campaigns.

Culture & Values:

  • Champion DSE's organizational culture and core values, ensuring they are embedded in everyday practices and behaviors;

  • Conduct culture audits and employee surveys to assess cultural health and identify areas for strengthening;

  • Design and facilitate initiatives that promote employee engagement, inclusion, and a high-performance culture.

Employer Branding:

  • Develop and execute DSE's employer brand strategy to attract, engage and retain top talent in the market;

  • Manage employer brand communications across digital platforms, career portals and institutional outreach activities;

  • Collaborate with the Communications team to ensure consistent messaging that reflects DSE's values and workplace proposition.

Organizational Diagnosis:

  • Conduct periodic organizational health diagnostics using qualitative and quantitative assessment tools;

  • Identify systemic issues related to structure, processes, culture or capability and recommend evidence-based interventions;

  • Prepare diagnostic reports and present findings with actionable recommendations to CHRO/Head of HR.

Department : Human Resources

Reporting : Reports to the CHRO/Head of HR.

Restriction : During the period of employment, the incumbent or their dependents shall not engage in the investment or trading of securities listed or to be listed on DSE.
