Experience:
A Bachelor's degree in Accounting, Finance, Business Administration, or a related discipline. A Master's degree or MBA in Finance or Accounting will be preferred.
A professional qualification such as ACA/FCA/CFA/ACCA is mandatory.
At least 10 years of relevant professional experience in capital markets, securities regulation, listing affairs, merchant banking, or corporate finance, including a minimum of 5 years in a senior leadership role.
Comprehensive knowledge of securities laws, capital market regulations, IPO processes, listing requirements, corporate governance principles, and IFRS/IAS.
Excellent analytical, leadership, interpersonal, and communication skills in both English and Bengali.

Dhaka Stock Exchange PLC. (DSE), the premier stock exchange of Bangladesh, invites applications from dynamic, strategic, and results-oriented professionals for the position of Head of Listing Affairs (AGM/DGM).
Reporting to the Chief Regulatory Officer, the incumbent will lead the Listing Affairs Department, oversee all listing-related functions, ensure compliance with applicable regulatory requirements, and drive initiatives to enhance the quality, diversity, and volume of securities listed on DSE. The role is pivotal in supporting the sustainable development and competitiveness of Bangladesh's capital market.
KEY RESPONSIBILITIES
Strategic Leadership & Market Development
Provide strategic leadership and overall management of the Listing Affairs Department to ensure efficient and effective execution of all listing functions.
Develop and implement strategies to attract domestic and multinational companies (MNCs), state-owned enterprises (SOEs), and high-growth businesses to list on DSE.
Identify listing opportunities across emerging sectors and cultivate strong relationships with regulators, government agencies, issuers, issue managers, other market intermediaries, and stakeholders.
Lead market outreach initiatives, including awareness programs, roadshows, seminars, and workshops, to promote listing opportunities and enhance stakeholder awareness of capital market financing.
Regulatory Compliance & Listing Operations
Oversee the evaluation and processing of applications for Initial Public Offerings (IPOs) under both the Fixed Price and Book Building methods.
Oversee the evaluation and processing of applications under Direct Listing and other applicable listing methods in accordance with prevailing regulations.
Ensure compliance with the Listing Regulations, securities laws, corporate governance requirements, disclosure obligations, and other applicable regulatory frameworks.
Lead the formulation, review, and continuous enhancement of listing standards, regulations, policies, and internal operating procedures in line with international best practices.
Prepare reports, policy papers, and recommendations for the Bangladesh Securities and Exchange Commission (BSEC), the Board of Directors, the Regulatory Affairs Committee (RAC), and the Management Committee (MANCOM).
Innovation & Team Leadership
Drive development of new listing products and benchmark DSE against leading regional and international exchanges.
Lead automation and process re-engineering to improve service delivery and data governance.
Build a high-performance team culture through mentorship and professional development.
Represent DSE at listing events, trading ceremonies, and stakeholder engagements
