• B.Sc in Civil Engineering (mandatory).
• M.Sc in Civil/Structural Engineering (preferable).
• Professional certification (IEB membership) is highly preferred.

• Minimum 12–20 years of experience in construction and project implementation.

• Strong knowledge of structural engineering, construction technology, and code compliance.
• Excellent leadership, team management, and decision-making skills.
• Proficiency in project management tools (MS Project, Primavera, AutoCAD, etc.).
• Strong analytical, problem-solving, and conflict resolution abilities.

Job Summary

The Chief Engineer (Construction) is responsible for leading, planning, supervising, and controlling all construction engineering activities to ensure quality, timely completion, and cost-efficient project delivery. The role oversees project planning, design coordination, construction supervision, technical evaluation, contractor management, and compliance with safety and regulatory standards.

Key Responsibilities

A. Project Planning & Execution

• Develop overall construction execution plans, schedules, and methodologies.

• Ensure proper planning of materials, manpower, equipment, and financial resources.

• Review architectural, structural, and MEP drawings and ensure proper implementation at sites.

• Monitor project progress and resolve all technical, engineering, and site-related issues.

B. Technical Leadership

• Provide technical guidance on construction methods, structural issues, and engineering solutions.

• Review BOQ, design specifications, and prepare/approve technical documents.

• Ensure construction work complies with engineering standards, BNBC, RAJUK rules, and other relevant codes.

C. Construction Supervision & Quality Control

• Conduct regular site visits to supervise construction activities.

• Ensure quality workmanship, materials testing, and adherence to approved designs.

• Implement effective quality assurance and quality control (QA/QC) procedures.

• Evaluate and approve changes in design, scope, or materials.

D. Contractor, Consultant & Vendor Management

• Coordinate with architects, structural designers, MEP consultants, and external agencies.

• Manage contractors, subcontractors, and suppliers to maintain productivity and quality.

• Review contract agreements, certifications, and work progress bills (IPC).

• Resolve disputes and ensure timely completion of deliverables.

E. Budget, Cost & Resource Management

• Prepare and monitor project budgets and construction cost estimates.

• Control wastage, ensure cost-effectiveness, and verify contractor bills.

• Approve procurement plans for materials, equipment, and tools.

F. Safety, Compliance & Regulatory Management

• Ensure compliance with BNBC, Fire Safety, RAJUK, Department of Environment, and other legal requirements.

• Enforce site safety standards, PPE usage, risk management, and accident prevention measures.

• Conduct site audits and take corrective actions for non-compliance.

G. Team Leadership & People Management

• Lead the engineering team, supervisors, site engineers, and surveyors.

• Conduct training, performance evaluations, and ensure skill development.

• Assign responsibilities and monitor team performance.

H. Reporting & Documentation

• Prepare daily, weekly, and monthly progress reports for management.

• Maintain engineering records, as-built drawings, logs, test reports, and documentation.

• Coordinate with management for updates, resource requests, and technical approvals.
