EXPERIENCE REQUIREMENTS

  • Minimum 3 years of experience in vocational skills training, youth development, education, or community development programmes.

  • Experience in coordination with local stakeholders, employers, and government institutions.

  • Familiarity with vocational training systems and employment linkage approaches.

  • Location: Union level of selected upazilas under Narsigndi (Manohardi, Narsingdi sadar, Raipura, and Shibpur), Faridpur (Alfadanga, Bhanga, Char bhadrasan, Faridpur sadar, and Sadarpur), Shoriotpur (Bhedarganj and Gosairhat) and Rajbari (Rajbari sadar) Districts.

ORGANIZATIONAL OVERVIEW

  • ASPADA Paribesh Unnayan Foundation is a national non-government development organization established in 1993, working for the socio-economic development of disadvantaged and marginalized communities across Bangladesh. ASPADA implements programmes on livelihood development, vocational skills training, youth empowerment, microfinance, climate resilience, education, health and nutrition, governance, and community development.

  • ASPADA operates in Dhaka and Mymensingh divisions with extensive field infrastructure, training facilities, and experienced human resources. The organization has long-standing experience in skills development, vocational training, youth leadership, and community-based empowerment initiatives.

  • Under the EARN Project, ASPADA will establish and operate Village Level Training Centers (VLTCs) to provide market-oriented vocational and employability skills training for NEET (Not in Education, Employment, or Training) youth, especially women and vulnerable groups.

PURPOSE OF THE POSITION

  • The Centre in Charge (CIC) is responsible for the overall management and operation of the Village Level Training Center (VLTC) under the EARN Project. The position will ensure effective implementation of vocational skills training activities, trainee management, center administration, community mobilization, and coordination with local stakeholders.

  • The CIC will play a key role in ensuring quality training delivery, maintaining a safe and inclusive learning environment, supporting trainee retention and placement, and achieving project targets in accordance with ASPADA and donor guidelines.

MAJOR RESPONSIBILITIES

A. Training Centre Management

  • Ensure smooth operation and administration of the VLTC.

  • Maintain training schedules, attendance records, inventories, and center documentation.

  • Ensure proper use and maintenance of training equipment, furniture, and learning materials.

  • Monitor cleanliness, discipline, safety, and security of the center.

  • Ensure availability of logistics and operational support for training activities.

B. Training Implementation and Quality Assurance

  • Support implementation of competency-based vocational and employability skills training.

  • Monitor trainers’ performance and ensure quality delivery of training sessions.

  • Track trainee attendance, participation, progress, and completion status.

  • Organize assessments, practical sessions, and examinations as per project guidelines.

  • Support introduction of practical and market-oriented learning approaches.

C. Trainee Support and Community Mobilization

  • Mobilize and enroll eligible NEET youth in coordination with community stakeholders and local authorities.

  • Maintain regular communication with trainees and guardians to reduce dropout rates.

  • Support women and vulnerable trainees to ensure inclusive participation.

  • Conduct community awareness and orientation meetings regarding vocational training and employment opportunities.

D. Employment and Placement Support

  • Coordinate with local employers, businesses, and service providers for job placement, apprenticeship, and internship opportunities.

  • Support trainees in career counseling, entrepreneurship, and self-employment initiatives.

  • Maintain trainee database and placement tracking records.

E. Reporting and Documentation

  • Prepare and submit regular progress reports to the Upazila Coordinator/Project Manager.

  • Ensure timely and accurate reporting through MIS and project documentation systems.

  • Maintain records of training activities, trainee performance, center assets, and project achievements.

  • Support project monitoring, supervision, and audit processes.

F. Safeguarding and Compliance

  • Ensure safeguarding and protection standards for trainees, staff, and stakeholders.

  • Promote gender-sensitive and inclusive learning environments.

  • Ensure compliance with organizational policies, donor requirements, and code of conduct.

  • Report any safeguarding or disciplinary issues following organizational procedures.

  • Successful operation of VLTC according to project standards.

  • Timely completion of training batches and project activities.

  • High trainee attendance, retention, and completion rates.
