Job Context:

∎ Contract Type : Open Ended Contract
∎ Under the close supervision of the Logistics Site Manager 2, the Buyer 1 is responsible for processing of SRs, SD/ODs, SPs and POs are done according to ICRC procedures and the Delegation needs.

Job Responsibilities:
∎ Purchase of Goods:
∎ Purchase the validated items from the Cox's Bazar market in respect to the ICRC procurement standard procedures
∎ Issue OPs (Purchase Orders) and draft contracts for all assistance items purchased and submit to the approval of the Logistics Site Manager 2
∎ Assist the Logistics Site Manager 2 in checking the legal validity of the terms of contract
∎ Submit OPs for signature to the concerned parties including the supplier
∎ Ensures that OP files with all the relevant and required documentation are uploaded in PaperLess Profiles
∎ Confirms with suppliers their reception of OPs/contracts and their agreement on terms and conditions
∎ Ensures that High values purchases are conducted with the support of the Logistics Country Manager in Dhaka Delegation.
∎ Ensures smooth and timely processing of orders so that lead times can be respected.
∎ Supplier Selection and Evaluation:
∎ Ensures and all the processes and ICRC standard procurement procedures regarding the selection of suppliers are done and according to the best practices (Logistics Field Manual)
∎ Prepares selection tables and submit to the approval of the Logistics Site Manager 2
∎ Perform the periodical assessment on suppliers and contractors and report to the Logistics Site Manager 2.
∎ Maintain the supplier's registration files and makes update whenever needed.
∎ Reception of Goods and Services, Quality Control and Claims:
∎ Follow the delivery schedule of goods and/or services as per instructions in the contract
∎ Notify the concerned departments and the Logistics Site Manager 2 for any unplanned or irregular matters
∎ Follow and report any quality/quantity claim identified or reported by customer departments.

Additional Requirements:
∎ Additional certification on Supply Chain will be considered as an asset
∎ Excellent fluency in spoken and written English
∎ Computer literacy, with excellent knowledge of Microsoft Excel and PowerPoint.
∎ Professional requirements:
∎ 3 Years of Experience in a similar position
∎ Experience in INGO, Development organizations will get preference
∎ Good Knowledge of the Local Market(s)
∎ Good Knowledge of and experience with financial rules, procurement procedures and supplier management.
∎ Personal qualities for the position:
