Experience:
Minimum university Degree in Law, International Relations or similar fields.
Minimum 8 years of operational working experience in police or similar law enforcement agencies in the minimum or equivalent rank of Superintendent of Police (SP).
OR
Minimum 8 years of working experience in the field of training facilitation/dissemination on IHRL and its relevant topics on (i.e: use of force and firearms).
International deployment abroad (e.g. with UN missions) will be considered as asset.
Critical analysis and interpersonal skills.
Excellent report writing and computer skills.
Ability to work autonomously with minimum supervision.
Excellent proficiency over English and Bengali. Any other language proficiency will be considered as asset.

WHO WE ARE
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
THE PURPOSE
The Police and Security Forces (PGE) Program Adviser assists in implementing the PGE programs, including the planning, carrying out, assessing and following up activities. S/he maintains contact with authorities, mainly security bodies but not only, at various levels, and participates in meetings with different stakeholders, in a leading or supporting role towards an understanding and respect for IHL and IHRL.
MAIN DUTIES AND RESPONSIBILITIES
Supports the delegation in understanding all operating or dormant arms-carrier (AC) structures, the political and security situation and specific groups/players, regularly updates the mapping of these stakeholders and represents the ICRC to explain its mandate and activities.
Supports in drafting the program Strategy and integrating it in the annual planning and monitoring exercises, aligning with the delegation`s main operational priorities and strategy, monitoring budget and ensuring timely program implementation.
Prepares, conducts, assesses and follows up dissemination activities with the police and security forces on international humanitarian law (IHL), international human rights law (IHRL) and ICRC activities, including producing content, preparing reports and managing logistical parts.
Contributes to developing and consolidating the ICRC`s network of contacts with the police and security forces.
