Job Context:
∎ Project Brief: Since 2022, the organization has been implementing a vocational skill development program for Rohingya Refugees in Cox`s Bazar and Bhasan Char. The program, known as the UN Joint Programme for Skills Development (JPSD) or Improving Skills and Economic Opportunities in Cox`s Bazar (ISEC), aims to provide vocational training and improve economic prospects for the beneficiaries. The organization is responsible for delivering Level-1 vocational training in various fields including Agriculture Crops Production (ACP), Concreter, Solar (PV) System Installation and Maintenance, Community Health Worker (CHW), Caregiving (Aid to Midwifery and Nursing), and Small Engine Mechanic (SEM). Beneficiaries are selected based on prequalification criteria that consider the labor market needs in Myanmar and the camps. The project`s main objective is to empower refugees by equipping them with transferable skills that meet labor market demands in both Myanmar and the camp settings. This will support their potential return and integration into Myanmar and enable them to have productive lives in the camps. To achieve this, refugees are encouraged to engage in activities such as multi-sector endeavors, minor livelihood pursuits, community works, and utilizing their acquired skills.
∎ Part I: Job Statement
∎ The primary responsibility of the Assistant HR and Admin Officer is to work closely under the supervision of the HR and Admin Officer, Head Office, to support the effective and efficient management of HR and administrative functions, to enable the organization to meet its objectives and deliver high-quality services to the beneficiaries.
Job Responsibilities:
∎ Programme Activities:
∎ Assisting with the implementation of HR policies and procedures, in accordance with organizational policies and donor requirements.
∎ Supporting the recruitment and selection process for staff and volunteers, including developing job descriptions, screening applicants, and conducting interviews.
∎ Maintaining accurate and up-to-date personnel records, including contracts, timesheets, and other HR-related documents.
∎ Providing support to staff and volunteers on HR-related issues, including performance management, employee relations, and benefits administration.
∎ Assisting with the implementation of training and development programs, to support the capacity building of staff and volunteers.
∎ Managing the administration of employee benefits and entitlements, such as medical issues and leave entitlements.
∎ Assisting with the management of office facilities and equipment, including maintenance and repairs, inventory management, and procurement.
∎ Ensuring compliance with all relevant laws and regulations, particularly in relation to labor laws and taxation.
∎ Supporting the implementation of internal controls and risk management strategies to safeguard organizational assets.
∎ General
∎ Assist Project Manager as per his/her requirements.
∎ Perform any other task as and when assigned by the programme/management
Additional Requirements:

∎ Excellent computer literacy especially MS applications
∎ Good communication, facilitation, and motivational skills.
∎ Understanding on local culture and languages is preferable.
∎ Having problem-solving and prompt decision-making capacity.
∎ Ability to work under pressure.
∎ Abilities to undertake extensive travel to refugee camp/village/community level
∎ Excellent teamwork, and a proven track record of building trust within and empowering teams
∎ Diplomacy, tact and negotiating skills are essential
∎ Excellent verbal and written communication, presentation and reporting skills in English and effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups.
