Job Context:

Job Responsibilities:
∎ Primary Responsibilities:

∎ Develop a program plan, ensure its smooth implementation, and manage the team's performance of project tasks and activities.
∎ Support Project teams in high-quality information gathering and analysis processes at community and office level measure the committed standards in different projects and drive continual improvement across the program.
∎ Design and manage evaluation processes, including developing TORs, SOPs, Guidelines, and modules advising The WASH sector on evidence-based decisions.
∎ Lead in the development and implementation of processes, methodologies, and tools to ensure quality implementation of WASH interventions.
∎ Ensure appropriate design, construction and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipment.
∎ Manage the WASH team human resources and provide technical support, training and capacity building.
∎ Provide capacity building to hygienists and waste attendants including partner staff.
∎ Monitoring of sub-construction works.
∎ Provide technical leadership to the implementing partners.
∎ Program Development:

∎ Provide technical inputs to inclusive program and project development processes, particularly on the logic of intervention (Theory of Change, logical frameworks, and MEAL plans).
∎ Lead the development of WASH MEAL plans, results frameworks, and ensure the team uses the tools.
∎ Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
∎ Manage the WASH team human resources and provide technical support, training and capacity building.
∎ Staff Supervision & Development:

∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
∎ Provide support to subordinates for work plans, work, and staff training/development activities.
∎ Monitoring and Reporting:

∎ Monitoring of sub-construction works.
∎ Design and manage evaluation processes, including developing TORs, SOPs, Guidelines, and modules advising The WASH sector on evidence-based decisions.
∎ Support the project team and partners in extracting lessons learned and good practices and documenting case studies which demonstrate qualitative and quantitative changes.
∎ Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports.
∎ Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized.
∎ Government Relation and Community Engagement:

∎ Maintain liaison with Govt. line departments.
∎ Lead and ensure information for Cluster coordination working group in Cox's Bazar.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
∎ Other:

∎ Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to Senior Program Coordinator-Host Community/Senior Safety and Security Coordinator and IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
∎ Other duties as assigned by the supervisor to enable and develop IRC programs.

Additional Requirements:
∎ The ideal candidate will have a WASH background and experience in Implementing water and sanitation for rural and urban context.
∎ At least 5 years of experience in WASH sector.
∎ The applicants should have experience in the following area(s): WASH, Monitoring and Reporting, Program Design, Project Management, Partner Management.
∎ Excellent understanding of EH issues in emergency situations and knowledge of humanitarian standards (SPHERE). Good knowledge in emergency WASH program standards, designs, approaches and, different WASH project models.
∎ Strong leadership, management, planning, analytical, interpersonal, and communication skills.
∎ Ability to live and work in stressful environment;
∎ Excellent initiator and able to manage multiple tasks.
∎ Able to work under pressure and good at timely decision making.
∎ Competent in Microsoft Office, Word and Excel and engineering design software (AutoCAD, ArchiCAD, Epanet etc.).
∎ Knowledge and/or experience in conflict management, protection, or other related field.
∎ Excellent professional approach and strong team building skills.
