Experience:
Master’s in Social Science or Public Health, or any suitable subject.
At least 5 years of working experience in a senior or mid-level position and implementing food security/nutrition projects;
Proven experience of guiding a team for food security or nutrition project implementation;
Proven experience on project planning, implementation, budgeting, financial management and reporting;
Clear conception/understanding of child & maternal health, nutrition and food security;
Clear concept of social safety net programme of the Government;
Skill in speaking and report writing in English;
Experience of working with government departments;
Computer skills in MS Word, Excel, PowerPoint and others.
Job Context: National Development Programme (NDP) invites applications as a cooperating partner of the World Food Programme (WFP) to support DWA and MoWCA to implement `Mother and Child Benefit Programme (MCBP)` in the Mohonganj upazila of Netrokona District and facilitate learning to support its scaling up in other areas.
Responsibilities/Tasks:
Management:
Leading the programme operation of Upazila;
Support Upazila Women Affairs Officer in implementation of MCBP in the Upazila;
Support to develop project operation guideline (SOP);
Ensure the respective Upazila is a learning hub for the other scale-up Uazilas;
Regular budget review and ensure timely implementation and ensure financing;
Represent the program in different forums at the Upazila and district level;
Conduct training/seminars/workshops and other program activities
Organize progress review meeting with program staff (monthly/weekly)
Maintain program personnel file and other administrative work;
Ensure project office security and services.
Planning:
Develop a monthly activity plan based on the project plan;
Support to develop individual plan to the project staff of the respective working area;
Support DWA (Women Affairs Officer) to prepare monthly plan for MCBP operation and management;
Prepare monthly field level implementation plan with budget in accordance with detailed activity plan;
Develop plan to support scale up areas UWAO and other stakeholders;
Identify potential stakeholders and develop relevant scale up strategies.
Capacity Building:
Support for capacity building of project staff and other stakeholders, especially Digital Center and UP in the respective Upazila;
Support for capacity building ofthe Upazila level stakeholders, especially scale up areas/upazilas;
To carry out supportive supervision, monitoring and motivation to the staff of the Upazila Plan and implementation appropriate orientation, mentoring and training for staff.
Programme Coordination:
Maintain close coordination with DWA, UNO, UP and WFP regional office;
Maintain coordination with district/upazila administration and other line departments, especially health and family welfare, the commanding Upazila and scale up areas/upazilas;
Support during field visits and coordinate different delegates (WFP/GoB/others)/development partners;
Support and organize field visit for the scale up area stakeholders;
Coordinate to develop and maintain congenial atmosphere/team building within the program;
Coordinate NDP internal Management system for better team building.
Programme Monitoring and Supervision:
Frequent field visit for programme monitoring in the Upazila;
Regular follow-up to ensure well performance of the project staff;
Monitoring of project performance on regular basis;
Ensure that essential monitoring mechanisms are in place Develop monitoring plan and indicators and accordingly monitoring of the project activities.
Logistic Support:
Ensure required logistics are arranged for proper implementation of the project;
Ensure proper logistical management.
Financial Management:
Prepare monthly financial projections;
Ensure expenditure and proper bill/voucher Manage activity budgets, control expenditure and report on time to respective authorities.
Documentation and Reporting:
Prepare weekly and monthly progress against target and submit to Programme Manager (PM);
Assist in preparing project monthly quarterly and annual reports;
Prepare case studies/success stories on program intervention;
Prepare other reports as per requirements.
Other tasks:
Other activities as per project, need of the DWA and WFP.
