1. Background
The Rohingya Advocacy Center (RAC), implemented by ASP Foundation with support from the Canada Fund for Local Initiatives (CFLI) and the Swiss Agency for Development and Cooperation (SDC), aims to strengthen the resilience, leadership capacity, and advocacy skills of the Rohingya (FDMN) communities residing in Cox’s Bazar refugee camps.
A key component of the project is to build a network of trained community volunteers who can lead community consultations on critical themes including advocacy, leadership development, rights awareness, human rights, gender equality, peacebuilding, and conflict resolution.
Following the successful completion of the 1st Module (Advocacy and Leadership Development), ASP Foundation is now seeking a qualified and experienced Consultant or Consultancy Firm to develop and deliver the 2nd Module—focused on Rights Awareness (Human Rights and Gender Equality)—as part of the Training of Trainers (ToT) program for 20 selected community volunteers from five target camps.
2. Objective of the Assignment
The main objective of this consultancy is to design, facilitate, and deliver a 3-day Training of Trainers (ToT) on Rights Awareness (Human Rights and Gender Equality) for 20 selected Rohingya volunteers (4 from each of the 5 selected camps).
The training will equip participants with the necessary knowledge, facilitation skills, and resources to conduct community consultation sessions on rights awareness, human rights, and gender equality within their respective camps.
3. Scope of Work
The selected Master Trainer / Consultancy Firm will be responsible for the following tasks:
A. Curriculum Development
Develop a contextualized and culturally sensitive training module on Rights Awareness (Human Rights and Gender Equality) suitable for the Rohingya context.
Integrate participatory learning methods, gender-sensitive approaches, and adult learning principles.
Ensure the module covers:
Basic concepts of human rights, gender equality, and rights-based advocacy
Community mobilization and empowerment approaches
Inclusive participation and gender sensitivity
Communication and facilitation skills for community sessions
Linkages to referral mechanisms for protection and legal aid
B. Training Delivery
Deliver a 3-day in-person ToT in Cox’s Bazar for 20 selected volunteers from 5 camps.
Employ interactive and experiential learning techniques (e.g. group discussions, case studies, role plays, storytelling).
Provide practical facilitation exercises to enhance trainees’ ability to conduct community consultations.
C. Assessment and Evaluation
Develop and administer pre- and post-training tests to measure knowledge improvement.
Analyze assessment data and integrate findings into the final training report.
D. Facilitator Guide Development
Develop a half-day Facilitator Module / Guide to support volunteers during their community consultations, including:
Key learning objectives and messages
Suggested session outlines and activities
Flipchart samples and visual aids
Flashcards for key discussion points
Participant feedback and reporting template
E. Reporting
Submit a comprehensive training report including:
Overview of the training process
Summary of sessions conducted
Participant feedback and attendance
Pre/post assessment analysis
Challenges, lessons learned, and recommendations
