Experience:
Minimum 3 years of experience in WASH projects (preferably sanitation, FSM, or solid waste management & Black Soldier Fly (BSF) Technology operation ).Strong knowledge of technical standards, quality assurance, and monitoring systems.Experience in FSTP operation, O&M, and sustainability planning is preferred.Proficiency in MS Office (Word, Excel, PowerPoint) and data tools (e.g., mWater).Skills in CAD, BOQ preparation, contractor management, and construction supervision.Strong facilitation, coordination, and communication skills.
The Technical Monitoring & Mobilization Officer will be responsible for ensuring effective implementation, monitoring, and quality assurance of technical and community engagement components of the Faecal Sludge Treatment Plant (FSTP) and related WASH interventions. The role emphasizes operational sustainability, stakeholder coordination, and exit-readiness of project interventions.
Key Responsibilities:
Technical Oversight & Monitoring:
Oversee construction, extension, and renovation works of FSTP, ensuring compliance with design specifications, safety standards, and donor requirements.
Monitor progress, quality, and adherence to technical guidelines and SOPs.
Supervise FSTP operations and ensure proper functioning of all components.
Track project KPIs and ensure timely achievement of outputs and outcomes.
FSTP Operation & Sustainability Support:
Provide FSTP O&M mentoring during the stabilization phase.
Support composting and Black Soldier Fly (BSF) demonstration cycle (single cycle).
Conduct technical orientation sessions for plant operators.
Assist in updating SOPs, including AMR-sensitive clauses.
Support sustainability verification visits and exit-readiness processes.
Data Management & Reporting:
Maintain accurate data entry in mWater and other MIS platforms.
Ensure data integrity, analysis, and timely submission of reports.
Prepare technical progress reports, including WASH indicators and FSTP performance.
Consolidate monitoring data for reporting and documentation.
Contribute to project closeout and exit-readiness documentation.
Community Mobilization & Stakeholder Engagement:
Coordinate hygiene reinforcement sessions at the community level.
Facilitate youth–municipality review meetings (24 total).
Support public accountability interfaces and organize up to two FSTP-focused day observations.
Provide technical guidance to youth volunteers and stakeholders.
Coordination & Partnership:
Develop and maintain strong coordination with municipalities, DPHE, LGED, DAE, and other relevant stakeholders.
Facilitate private sector engagement processes.
Support stakeholder visits including government, donors, and international delegates.
Capacity Building:
Organize and conduct training sessions on technical aspects, including plant operation and data systems.
He or She will have to travel frequently to Dhaka & Tangail (Sakhipur).
Any other task assigned by the line manager.
