The Project Engineer will support the health, nutrition, and ECD sectors of BRAC-HCMP by ensuring the design, construction, and maintenance of health facilities, as well as community and MHPSS infrastructure. The role emphasizes climate-resilient and sustainable solutions, enabling safe, durable, and adaptable structures in camp settings. By combining technical expertise with programme operations, the position strengthens the continuity, quality, and effectiveness of health service delivery and safeguards the well-being of vulnerable communities.

MAJOR RESPONSIBILITIES:

Assessment & Planning

• Conduct primary and technical assessments through site visits, interviews, and community consultations in collaboration with the Health Sector, ECD, and HCMP construction teams.

• Identify infrastructure needs and propose climate-resilient, sustainable engineering solutions.

• Prepare architectural, structural, electrical, and plumbing drawings using AutoCAD.

• Develop project work schedules, time plans, and Bills of Quantities (BoQ).

Procurement & Materials Management

• Ensure the timely requisition, availability, and quality of construction materials.

• Maintain proper documentation of procurement and material usage.

• Scrutinize, check, and endorse vendor bills.

Implementation & Monitoring

• Supervise construction activities to ensure compliance with organizational standards, safety regulations, and donor requirements.

• Monitor project progress, implement corrective measures, and adjust schedules to ensure timely completion.

• Prepare and submit daily progress reports to the Deputy Project Manager/Project Manager.

• Track and update construction activities regularly.

Financial & Administrative Support

• Prepare IOUs and ensure timely payment to labourers.

• Maintain accurate financial records related to construction works.

Quality & Emergency Response

• Ensure the quantity and quality of construction activities meet organizational and donor standards.

• Coordinate the timely completion and quality assurance of all construction works.

• Prioritize emergency construction tasks as instructed by supervisors.

• Conduct regular field visits to identify sites requiring fabrication, modification, or rehabilitation.

Community & Donor Engagement

• Develop designs and architectural plans aligned with donor requirements and community needs.

• Ensure outputs contribute to improved health service delivery for both FDMN and host communities.

Safeguarding

• Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation.

• Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 

• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
