OBAT Helpers is a nonprofit, nonpolitical and non-governmental development organization officially registered with the Ministry of Social Welfare and the NGO Affairs Bureau (NGOAB) operating across various locations in Bangladesh, including Dhaka, Mymensingh, Chittagong, Khulna, Rangpur, Saidpur (Nilphamari), and Bogura. The organization primarily focuses on initiatives in education, WASH (Water, Sanitation, and Hygiene), health, empowerment, charity, and youth development. Since its inception, OBAT has provided aid to Internally Displaced Persons (IDPs) forgotten population residing in the camps in different parts of the country. Following the onset of the Rohingya crisis in 2017, OBAT extended its mission to provide assistance to Rohingya refugees. The organization's efforts not only support displaced communities but also extend services to impoverished segments of society, irrespective of their race, religion, or ethnicity committed to provide quality services for underprivileged Men, Women, Children, and elderly people. OBAT Helpers provides support across all stages of education from pre-primary through university, including post-graduate, to expand their lives and transform their futures. To implement different activities for the target beneficiaries, OBAT Helpers specially follows The Sustainable Development Goals (SDGs), spearheaded by the United Nations.
The purpose of this position is to ensure the delivery of high-quality primary and secondary Essential Service Package (ESP) standards, as outlined by the Ministry of Health and Welfare (MOHWF) and the Health Sector at Health Post (HP). The role involves providing life-saving medical services, delivering emergency care, and ensuring proper stabilization and referral to the appropriate facilities. The role holder is also responsible for overseeing the provision of quality healthcare within the Health Facilities (HFs), ensuring that consultations and treatments comply with established clinical protocols, guidelines, and best practices. Additionally, the position ensures that patient consultation records and clinic registers are accurately maintained in accordance with the requirements of OBAT Helpers, the Health Sector, and the MOH. In the event of a major humanitarian emergency, the role holder is expected to adapt to varying working hours and responsibilities, including working beyond the regular role profile

Key Duties and Responsibilities:
· Provide clinical consultation, treatment, and follow-up services in accordance with accepted standards (PHD International, Ministry of Health, World Health Organization), ensuring patients are treated in a dignified and appropriate manner.
· Ensure integrated care for newborns and children through emergency, outpatient, and inpatient services.
· Treat cases of malnutrition according to universal protocols and precautions.
· Provide high-quality care to patients based on history, appropriate physical examination, available laboratory tests, imaging tests, and formulary for the treatment of acute and chronic conditions, including the use of appropriate checklists.
· Oversee the smooth running of the clinical service and its patient flow.
· Provide emergency care prior to stabilization and referral to the appropriate referral facility.
· Ensure identification and facilitation of referral pathways, including safe patient transfer, accurate documentation, and patient follow-up systems are used if required.
· Complete standardized internal reporting as required.
· Ensure clinical governance systems are in place.
· Utilize data collection tools and ensure patient records and clinic registers are completed according to both OBAT Helpers and Ministry of Health requirements.
· Maintain facility-based internal coordination with different components of the facility, such as Logistics, Pharmacy, WASH, IPC and Maternity.
· Support clinical research work in the hospital to ensure proper clinical staff to enhance capacity and maintain high standards of care.
· Ensure on-the-job training and skill development opportunities for clinical staff, maintaining proper documentation for audits and reviews.
· Promote infection prevention and control (IPC) measures within the facility.
· Perform any other relevant tasks assigned within the reasonable scope of this job description by the line manager.
General Responsibilities:
· Ensure the timely, complete, and quality collection of the required reporting requests by the MEAL team, including support with any patient feedback mechanisms, audits, and quality of care checklists.
· Ensure protection and confidentiality of patient data.
· Actively participate in any internal meetings and any other relevant external meetings as required.
· Adhere to and report any medical incidents through reporting system.
· Carry out the responsibilities of the role in a way that reflects OBAT Helpers’ commitment to safeguarding children in accordance with the Child Safeguarding Policy.
· Understand what is meant by risk, and identify, report, and manage the risks associated with the role.
· Operate within the policies, procedures, and controls set out by OBAT Helpers.
· Ready to work to respond to any natural disaster or emergency anywhere in Bangladesh.
