The Programme Manager, Skills and Innovation Hub will provide strategic and operational leadership for Skills Development, English Language Training (ELT), Digital Skills, Financial Literacy, Entrepreneurship Development, Green Hub initiatives, Employment Creation, and Job Placement under the Humanitarian Crisis Management Programme (HCMP). The position will ensure the effective implementation of market-driven, Job oriented, and climate-resilient skills and livelihood interventions through quality programme management, private sector engagement, employment platforms, workforce development, and strategic partnerships to enhance sustainable employment, entrepreneurship, and livelihood opportunities for refugee and host communities while ensuring compliance with BRAC and donor standards.
Programme Development, leadership and Implementation
Lead the designing, planning, implementation, and quality assurance of skills development, entrepreneurship, and employment programmes in line with project objectives, labour market demand, humanitarian principles, and donor requirements.
Develop and oversee annual work plans, implementation schedules, operational strategies, and resource allocation.
Ensure training programmes are competency-based, market-responsive, gender-responsive, disability-inclusive, and aligned with national standards.
Oversee curriculum improvement, implementation, training quality, participant progression, trainer performance, and programme progress and quality.
Integrate employability skills, entrepreneurship, financial literacy, digital skills, and market linkage across programme interventions.
Apply adaptive programme management using monitoring data, beneficiary feedback, labour market assessments, and learning.
Technical oversight of English Language Training (ELT), Financial Literacy and Digital Learning
Provide strategic oversight of English Language Training (ELT) programmes to strengthen participants' communication skills for employment and livelihoods.
Ensure ELT curriculum remain competency-based, learner-centered, and aligned with industry requirements.
Lead Financial Literacy interventions covering budgeting, savings, responsible borrowing, digital financial services, and financial inclusion.
Strengthen partnerships with financial institutions, MFIs, and digital financial service providers.
Lead Digital Skills programmes, including ICT, AI awareness, digital employability, and online safety.
Promote e-learning, blended learning, digital assessments, and technology-enabled training.
Oversee digital learning, MIS, beneficiary registration, certification, and employment tracking platforms.
Employment, Innovation Hub establishment and enterprise development
Lead job placement, employment promotion, entrepreneurship, and market linkage interventions.
Develop partnerships with employers, industries, TVET institutions, chambers of commerce, private sector organizations, and business service providers.
Strengthen pathways to wage employment, internships, apprenticeships, self-employment, and entrepreneurship.
Oversee entrepreneurship development, startup incubation, business coaching, mentoring, and post-training support.
Facilitate access to finance, entrepreneurship grants, revolving funds, and financial inclusion initiatives.
Strengthen market linkages with buyers, suppliers, and service providers.
Conduct labour market assessments, employer consultations, and value chain analyses to identify emerging occupations and future skills.
Promote Green Hub initiatives, green jobs, climate-smart livelihoods, circular economy, renewable energy, and environmentally sustainable enterprises.
Monitor employment outcomes, enterprise performance, graduate retention, and business sustainability through tracer studies.
Promote innovation and adaptive programming through pilot initiatives and digital solutions.
Coordination and Representation
Lead coordination with CiCs, Site Management, government authorities, UN agencies, donors, and humanitarian partners.
Establish and maintain strategic partnerships with government agencies, TVET authorities, NGOs, INGOs, development partners, academic institutions, and the private sector.
Coordinate with MEAL and technical teams on assessments, beneficiary consultations, and programme learning.
Facilitate donor monitoring visits, Multi-Functional Team visits, audits, evaluations, and review missions.
Promote knowledge management, documentation of best practices, and cross-sector collaboration.
Budget Management, Reporting and Compliance
Lead project budgeting, financial planning, forecasting, and budget monitoring.
Ensure compliance with donor agreements, procurement procedures, safeguarding requirements, and audit standards.
Monitor budget utilization, burn rate, financial performance, and resource allocation.
Lead programme review meetings, risk management, and performance review processes.
Oversee project monitoring systems, MIS, data quality, and performance reporting.
Prepare and submit high-quality donor and internal reports, case studies, and lessons learned.
Safeguarding
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
