Job Context:
∎ The location of this assignment is Dhaka, Bangladesh, with rare travel to the SHN clinics throughout Bangladesh.
∎ The Subcontracts and Grants Associate reports to and is directly supervised by the Managing Director of finance, operations, and strategic activities fund.
Job Responsibilities:
∎ The Subcontracts and Grants Associate assists with implementation of the AUHC project's grants and subcontracts program that funds social enterprise Surjer Hashi Network (SHN)'s 134 clinics throughout Bangladesh and NGO Green Hill's 18 Smiling Sun clinics in the Chittagong Hill Tracts.
∎ S/he ensures that subcontractor SHN and grantee Green Hill adhere to USAID and Chemonics grants and subcontracts guidelines.
∎ In addition, s/he provides oversight of subcontract and grant compliance by thoroughly reviewing monthly subcontract voucher submissions and grant milestones documents.
∎ S/he provides capacity building assistance in the areas of finance and USAID compliance to SHN and Green Hill.
∎ Implements the overall polices, practices and procedures relating to all aspects of grants and subcontracts under the AUHC activity.
∎ Participates in procedures relating to Green Hill's grant implementation, grant monitoring and evaluation, and eventual grant closeout.
∎ Participates in procedures relating to SHN's subcontract implementation, its subcontract monitoring and evaluation, SHN's financial management, and the eventual subcontract close out.
∎ Assist with the proper preparation and execution of grants and subcontract documents and disbursements in line with USAID procedures and practices.
∎ Analyze, assess, and assist with budgetary and financial aspects of grants and subcontract recipients' financial management capacities and needs, and disbursement of funds.
∎ Act as an effective liaison between project staff and grants and subcontract recipients; ensuring that recipients are provided with suitable technical advice and assistance in the fields of management, including financial management, financial sustainability and advocacy.
∎ Work closely with the Managing Director for Operations, Finance and SAF and Deputy Chief of Party and other team members on all matters relating to grants and subcontracts.
∎ Conduct in-person audits of Surjer Hashi clinic financial, procurement, administrative, and HR documents and processes to ensure adherence to USAID and Chemonics rules and regulations.
∎ Other duties as assigned.
Additional Requirements:
∎ At least five years of prior USAID-funded project experience in the field of grants and/or subcontracts.
∎ In-depth understanding of the rules and regulations surrounding USAID-funded subcontracts.
∎ Understanding of ADS 303 preferred but not required, as this role will focus primarily on management of the cost-reimbursable subcontract issued to SHN.
∎ Strong organization skills and attention to detail
∎ Excellent communication skills, both written and oral
∎ Experience in similar positions, gathering and synthesizing information
∎ Fluency in English
∎ Previous experience in accounting and/or audit strongly preferred.
