Job Context:
∎ Duration and expected level of effort (LOE): The expected LOE associated with this is assignment is 98 days (approx..) beginning on/about February 15, 2022 and concluding on/about June 30, 2022.
∎ Location: The duty post for this assignment is Dhaka, Bangladesh
∎ Supervision and reporting: The consultant will have dual reporting to AUHC and SHN. However, his/her main point of contact for day-to-day activities will be the Chief Clinical Services of SHN.
Job Responsibilities:
∎ Coordinate with the leadership and staff of AUHC and SHN to develop a 3-month capacity development plan of the service delivery specialists (SDS) in the coaching of facility-based QI teams.
∎ Identify QI priorities in a sample of facilities supported by the SDS, aligned with the performance issues identified from supportive supervision visits, patients' feedback and investigation of maternal and perinatal adverse events.
∎ Organize refresher trainings in the PDCA and QI collaborative models as needed.
∎ Design quality improvement projects and develop QI charters to guide the work of the teams and the SDS.
∎ Mentor the SDS to coach the QI teams (clinics) for their application of the PDCA model for improvement, including tools for systems analysis, tracking improvement measures with run charts and generating and testing changes with the PDCA cycle.
∎ Assess the coaching skills of the SDS and provide feedback for improvement.
∎ Document the QI stories and prepare teams to present them during learning sessions.
∎ Provide technical assistance to the response team of adverse events to improve the quality of investigation and the use of QI for a systemic response process.
∎ Participate in the regular meetings of the Quality team of SHN.
∎ Participate in the quality-related teleconferences of the Quality team with Chemonics headquarters.
Additional Requirements:
∎ Demonstrated success working in Bangladesh health system to improve quality of services.
∎ At least 3 years of experience in the application of PDCA-based model for improvement, with a preference for implementing the QI Collaborative model in health care systems.
∎ Good knowledge of the Bangladesh health system.
∎ Excellent verbal, written, interpersonal and presentation skills.
∎ Demonstrated English and fluency in Bengali.
∎ Develop a capacity-building plan for the SDS.
∎ Develop/adapt a QI training curriculum, adapted from the QI coaching manual of SHN
∎ Develop a monitoring tool for SHN to track QI activities
∎ Develop a template for a brief to document QI stories
∎ Develop a final report with lessons learned a recommendation to SHN to institutionalize CQI
